CARE USA is seeking an experienced Regional Director (RD) to be the organization's leading figure in the Latin America and Caribbean region. S/he will report directly to the Vice President of International Programs and Operations, and will also serve as a key liaison to our Executive Management Team. CARE works in 10 countries in the Latin America and Caribbean region, with annual budgets ranging from $1.5 to $15 million per country. An increasing number of our programs are sub-regional in nature, and include both humanitarian and long-term development actions.

The RD will be responsible for providing high-level oversight of all key areas of performance, including strategy development, program quality and impact measurement, emergency preparedness and response, advocacy, knowledge management and learning, human resources management, financial stewardship, resource acquisition, risk management, and administrative operations. Engagement with other regional actors, coalition building and advocacy at the regional level will also be important functions of the RD.

CARE is a leading humanitarian organization fighting global poverty across the relief, recovery and development spectrum with a particular focus on gender equality and empowering women and girls. In middle income countries, CARE's strategy is evolving since national governments, the private sector and civil society organizations in those countries have ever greater capacity to assume and exercise responsibility for poverty reduction programs, disaster preparedness and response. CARE's role has shifted to one of building capacity of local and national actors, facilitating learning processes, developing models that generate evidence as to how underlying causes of poverty and vulnerability can be effectively addressed, and then using that evidence to advocate for improved public policies and policy implementation to take successful approaches to scale and multiply impact, not just at the level of individual countries, but sharing knowledge beyond borders.

CARE is at an exciting point in its evolution as we are currently transforming the organization to deliver even greater impact and enhance our ability to accomplish our mission. With this in mind, there are other key aspects of this role which include:

    Leading change and communications for CARE's operations in the region at a time when CARE's role and relevance is evolving in light of significant changes in development resource flows, and in the capacity of the state and civil society in the countries we work.
    Building and maintaining key relationships with other actors in the region as well as colleagues from other regions and other CARE International members.
    Contributing to and coordinating the engagement from staff and other actors in the region in CARE International's transformational change process.

Successful applicants will have:
  •     Minimum 5-7 years senior management experience in international development and humanitarian operations
  •     Proven ability to set strategic direction and lead large complex teams through ambiguous issues to drive and deliver meaningful solutions
  •     Familiarity with the rapidly evolving dynamics and key stakeholder groups and institutions in the region
  •     Successful track record in managing organizational change initiatives
  •     Fluency in English and Spanish
