Innovations for Poverty Action (IPA), is an international non-profit research organization. Based in New Haven, CT, with offices in Washington, D.C. and worldwide, IPA works with development partners and academic researchers to create and evaluate approaches to solving development problems, to communicate “what works” in development and to scale up successful projects in a variety of fields, including health, education, microfinance, governance and agriculture.

Position Summary
Innovations for Poverty Action seeks a qualified applicant for the position of Global Compliance and Operations Coordinator for their headquarters in New Haven, Connecticut. The position offers an opportunity to provide operational, legal and task-oriented support to the Director of Global Operations and Human Resources, and the broader organization, by identifying and mitigating risk within the functions of the Global Compliance, Operations, and HR teams and the day-to day tasks of managing a diverse global workforce.

The Global Compliance and Operations Coordinator will provide cross-functional support, and provide advice and administrative support in areas concerning the legal and technical sufficiency of IPA’s global operational process and infrastructure, making recommendations intended to promote effective and efficient utilization of IPA’s human and organizational resources and to facilitate enhanced international regulatory compliance standards.

Responsibilities


  •     Support the Director of Global Operations and Human Resources in the organizational implementation of applicable laws, regulations and awarding agencies’ requirements in the U.S. and overseas.
  •     Assist the General Counsel with the development of documentation and the submission of annual reporting requirements specified by law for federal contractors and award recipients
  •     Act as a primary interface with IPA’s organizational liability and property insurance providers.
  •     Perform an annual review of the IPA Employee Handbook and Human Resource Policies and Procedures to ensure compliance with current laws and regulations.
  •     Identify, review and communicate any changes in state and federal employment law to IPA Director of Global Operations and Human Resources and IPA General Counsel.
  •     Work in conjunction with the IPA Director of Global Operations and Human Resources to provide oversight as to the implementation of IPA’s Equal Employment Opportunity and Affirmative Action Program.
  •     Assist in the processing of petitions to sponsor foreign nationals for authorization to work in the United States.
  •     Assist in the primary review of non-donor related agreements such as vendor agreements and memoranda of understanding, elevating review to General Counsel as necessary. Advise field staff with regulatory and contractual issues related to non-donor related agreements.
  •     Support Global Legal Compliance Review of US and oversees practices.
  •     Communicate potential risks arising from all award documentation to relevant IPA senior staff members.

Desired Qualifications and Experience

  •     Graduate Degree with strong academic performance; JD strongly preferred.
  •     Minimum two-years of relevant work experience.
  •     Strongly prefer experience working in international development or research, with prior field experience.
  •     Highly analytical and detail-oriented.
  •     Excellent communications skills required, including ability to write/speak logically and convincingly in a short time frame/venue.
  •     Ability to multi-task, and work in a rapidly-changing, high-energy environment.
  •     Teamwork-oriented, with the ability to mentor and train others across an organization, and to prioritize work and support broader goals and objectives in the team and the organization at large.
