Purpose of the Position
Under the general guidance of the Senior Health Adviser (Measles and Emergencies) in the Immunization Unit, Health Section, the incumbent will provide technical assistance to regional and country offices in achieving high coverage for both doses of measles vaccine as per the Government schedule. The incumbent will provide support to country offices and governments to design strategies to reach populations generally excluded from current health system catchment areas through the delivery of integrated relevant health and nutrition packages. The incumbent will coordinate and provide technical support for the introduction of new Meningitis A conjugate vaccine.
Key Expected Results
1. Provides technical support to regional and country offices and to government counterparts to implement strategies to achieve accelerated disease control goals (Measles, meningitis, and yellow fever) and to reach the unreached children.
Supports scaling up of evidence-based child survival interventions including routine immunization in selected priority countries, by focusing on the un- and under-immunized.
Supports senior health specialist in developing technical guidelines for measles, yellow fever and meningitis programme as well as for routine immunization.
Works with partners, regional offices and Supply Division to review available resources at global level and recommends to Supervisor the allocation of funds to country offices to implement program activities.
End Result:
Technical guidance documents are developed.
Countries receive technical support for programme implementation in the field of measles, meningitis and yellow fever, through coordination with other life savings interventions to integrate immunization.
Timely release of funds to country offices to implement program activities.
2. Undertakes field visits to monitor and evaluate implementation of projects/activities, including the unreached populations in collaboration with other child survival programmes, to ensure equity in reaching all children with multiple lifesaving interventions.
Identifies constraints and suggests solutions to relevant counterparts to improve programme delivery.
End Result:
Immunization activities, including Measles, Meningitis and Yellow Fever are monitored and linked to other life-saving interventions.

3. Represents UNICEF in meetings with government and partners to advocate and promote UNICEF programme goals and objectives.
Promotes among partners harmonization of organizational policies.
Coordinates and collaborates with partner agencies in support of fundraising for measles, meningitis and immunization activities.
Participates in meetings with partner agencies and within UNICEF covering resource mobilization activities.
Participates in weekly teleconferences and periodic face-to-face meetings with partners to review progress in program implementation and financial status. Oversees the assessment of financial requirements and funding for measles and meningitis activities at global, regional and country level to ensure timely funding availability for procurement of vaccines and for timely implementation of social mobilization and operational activities.
Assists in preparing draft documents that include technical and financial program updates to support UNICEF's fundraising efforts for immunization for governments and National Committees (NatComs).
End Result:
UNICEF is an active partner in the measles, meningitis and yellow fever partnerships.
UNICEF's goals and objectives are reflected in the global partnerships strategic plans, both technical and financial.
4. Oversees the development of global grant proposals and donor reports with special focus on measles and meningitis activities which would include an updated or current country Situation Analysis and their requirements for Measles, Meningitis and Yellow Fever.
Ensures consistency and accuracy in grant proposals and donor reports.
Monitors efficient management of resources globally and reports deviations to Supervisor. End Result: Consolidated grant proposals and donor reports submitted from global level are timely, technically sound and financially accurate.
5. Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc. End Result: Reports, budget reviews and programme analysis are provided in a timely manner.
Qualifications of Successful Candidate
- Advanced University Degree in Social Science; preferably in Public Health or related technical field.
- Eight years of experience in project management related to public health, of which at least 3-4 years in developing countries.
- Experience in policy development, advocacy and financial management of child survival high impact interventions including immunization.
- Knowledge of MS office applications.
- Fluency in English and another UN working language.
- A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
