Scope: The Program Officer provides support and guidance to the Atlantic Region’s field offices in two key areas: field office management and technical support for program and grants. This position reports to the Regional Director.

Responsibilities:
• Serve as headquarters liaison to the Atlantic Region field offices regarding internal policies and procedures

• Work with Grants and Programs team to assist in writing, editing and submission of proposals & reports; ensure final approvals have been met prior to submission

• Provide guidance to field offices regarding issues relating to case management and social services provision as required by Reception & Placement and Matching Grant programs.

• Participate in relevant trainings and conferences; provide technical support to case management staff in the region

• Gather information from field staff on specific program needs of their current refugee clients, determine existing community resources, and identify ongoing program needs.

• Serve as lead monitor in the monitoring of the Reception & Placement and Matching Grant programs in field offices.

• Follow-up on findings from monitoring visits and work with field staff to implement necessary programmatic and policy changes.

• Collaborate with other regions to develop best practice guidelines for IRC’s refugee resettlement services

Requirements
• Bachelor’s degree required; Master’s degree in Social Work, International Affairs, or related field highly desirable;

• 5-8 years+ progressive non-profit experience, preferably with experiences in the U.S. refugee program

• Proven technical expertise in the areas of refugee resettlement and social service provisions

• Experience implementing programs and establishing procedural guidelines to benefit refugee populations

• Strong critical thinking, research, and analytical skills

• Excellent oral and written communication skills

• Ability to work independently and as a team member in a diverse, fast-paced environment.
