Project Description:
IFES is an international, nonprofit organization that supports the building of democratic societies. IFES provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries.
IFES is recruiting Country Director candidates for potential projects in Francophone West Africa.
Job Responsibilities:
- Provide expert guidance and advising to electoral management bodies and host governments on Voter Registration, Capacity Building, Vote Counting and Voter Fraud, Political Parties, Election Logistics
- Aid in creating a sustainable voting process
- Maintain and expand relationships with existing local partners in governmental and non-governmental sectors as well as with other stakeholders
- Ensure timely execution of project activities within allocated budget
- Provide regular, high-quality programmatic and financial reports
- Implement program initiatives through approved work plan
- Develop new strategies and ideas based on local conditions
- Implement staffing plans and policies
- Track and monitor financial expenditures and project budgets
- Represent IFES with donors, the international community and other stakeholders
- Mentor, supervise and develop staff.
Qualifications:
- Candidate must be fluent in both English and French.
- University degree in education, law, or relevant discipline or advanced education/certified training in procedures and training techniques and strategies, government, politics, journalism, or equivalent professional experience as a technical writer
- Minimum 10 years of relevant and progressively responsible professional experience in procedures, training, technical writing, and/or management of procedures and training teams
- Minimum of 10 years of experience in electoral administration, vote-counting systems and processes, political party governance structures, civic education campaigns, and elections in legislatures with proportional representation
- Proven track record with democracy and governance programming in developing countries
- Experience in election planning and operations in a conflict-based environment
- Familiarity with monitoring and evaluation methodology
- Excellent interpersonal/representational skills
- Familiarity with the international donor community and experience as an action-oriented interlocutor with democracy-development actors at all levels - grassroots to the highest national and international levels
- Experience with USAID Regulations and the implementation of USAID-funded project activities and experience in proposal writing, budgeting, and liaising with donors
- Relevant regional and country-specific experience required.
- Proven experience managing and implementing international development programs.
