Background
The United Nations Global Mobility programme, a programme of the HLCM-HR Network supports UN staff members and families as they move to new duty stations. The programme further supports the establishment of Duty Station Local Spouse Networks and Spouse Employment.
History:
The former website (www.unstaffmobility.org) closed at the end of April 2013. Using a template, we developed a new, more interactive website offering an easy platform where UN staff and spouses can access the programme. The website also offers the opportunity to register for Teamworks, the UNDP extranet; providing options for professional profiling, networking, information provision and advertising of job openings.
Objective:
The objective of the assignment is to strengthen and support the www.unglobalmobility.org website, facilitate a systems approach to the Teamworks’ registration process and to coordinate the project under the guidance of the Global Programme Coordinator.
Duties and Responsibilities
- To maintain the website, ensuring all security codes of conduct are followed;
- To facilitate the Teamworks electronic registration form on the website using a systems approach;
- Develop the mobile version of the web site;
- To develop the structure of the Teamworks spaces and publish new content;
- Any other tasks in relation to the website and Teamworks.

Required Skills and Experience
Education:
University Bachelor degree in Computer Science, Information Systems, web development or related field.
Experience :
- IT Systems experience (Working experience using HTML, CSS, PHP/MySQL)
- Website development and management experience (familiar with the newest technology – mobile site to be developed!) Content Management Systems and Dreamweaver CS6
- Good communication skills verbally and in writing
- Able to work in a team
- Understanding of/ willingness to learn about the dynamics that face UN spouses;
Language Requirements:
Fluency in English is required (written and verbal).
Timeline and Duration:
Maximum of 44 working days within six months; full time for 2-3 weeks then part time as needed by the hiring unit
Work condition:
Home-based with the necessity to come to the New York based office for meetings and advisory sessions.

Financial proposal: All applicants shall submit a proposal for daily fee (No travel costs will be covered under this consultancy);
Evaluation Criteria:
- The consultant and the offer will be evaluated against a combination of technical and financial criteria.
- Out of the maximum score of 100 points the score for technical criteria equals 70% (= maximum 70 points) and for financial criteria 30% (= maximum 30 points).
- The technical evaluation (70%, or max 70 pts.) will take into account the following criteria:
- IT Systems experience (Working experience using HTML, CSS, PHP/MySQL) 25%
- Website development and management experience (familiar with the newest technology) Content Management Systems and Dreamweaver CS6 20%
- Good communication skills in English, verbally and in writing 10%
- Able to work in a team 10%
- Understanding of/ willingness to learn about the dynamics that face UN spouses; 5%
- The financial evaluation (30% or max 30 pts.) will only be made for the technically highest ranked candidates, who are considered to be qualified for the job.
