Purpose of the Position:
Under the guidance of the Principle Adviser, this position is accountable for ensuring that increased senior management accountability can be maintained through facilitation of information flow between the senior management and the Polio Programme. The position would ensure that UNICEF was an active partner in all Global Polio Eradication Initiative (GPEI) fora, including at leadership meetings and at meetings with donors. The position would also enable UNICEF to better define the end-game strategy and legacy together with GPEI partners.
Key Expected Results:
- Facilitate internal information flow between the Polio Programme and other divisions at UNICEF New York Headquarter (NYHQ). Under the direction of the Principle Adviser, plan and implement information flow framework to optimize communication between the Polio Programme and all other stakeholders at NYHQ. In particular, provide liaison with Associate Director, Health to ensure that the Executive Director and Deputy Executive Director have the information needed for active participation in Global Polio Eradication Initiative (GPEI) leadership fora and oversight of the Programme.
Duties & Tasks
• Provide Secretariat for GPEI leadership fora, including Polio Oversight Board and Polio Emergency Steering Committee
• Draft high-level briefing notes, as needed, for senior management participation in GPEI leadership fora and oversight of the Polio Programme
• Contribute to setting of agenda for leadership meetings
• Take minutes and/or draft notes for record of leadership meetings, to be disseminated to wider group
• Follow up on action items from leadership meetings
• Ensure regular and efficient information exchange between the Polio Programme and other programmes within UNICEF. Support the Polio Chief in identifying and optimizing collaborative opportunities with other programmes
End Result(s): Senior management are up-to-date on progress within the Polio Programme and have the tools needed to monitor and evaluate the Programme. Successful participation of UNICEF leadership in GPEI leadership fora, resulting in strengthened partnerships within the GPEI and increased awareness of UNICEFs objectives. Collaborative opportunities between the Polio Programme and other divisions are identified and optimised.
Facilitate internal information flow between all sectors of the Polio Programme at NYHQ, Regional Offices (ROs) and Country Offices (COs). Coordinate information exchange, in particular between NYHQ and ROs/COs as part of definition of Polio Programme as UNICEF Global Special Initiative.

• Coordinate information exchange between HQ and ROs and COs and support Polio Chief in implementing Polio Programme as UNICEFs only Global Special Initiative
• Coordinate provision of regular updates to all Polio Programme members at HQ, ROs and COs.
• Draft notes for record of Polio Programme team meetings and disseminate to all groups.
End Result(s): All members of the Polio Programme are up to date on Programme progress. Goals and objectives of the Polio Programme are understood by all sectors of the Programme and roles and responsibilities are clear.
Facilitate interactions between UNICEF Polio Programme and other partners/stakeholders within GPEI. Support actions to ensure UNICEF upholds its responsibilities within GPEI as a spearheading partner and help raise visibility of UNICEFs role in GPEI.
Duties & Tasks
• Support Polio Chief in maintaining regular communication pathways with GPEI partners and stakeholders. • Take initiative in identifying opportunities to raise visibility of UNICEFs role within partnership.
End Result(s): Regular communication between UNICEF and other GPEI stakeholders is maintained. UNICEF continues to maintain an active role in GPEI partnership.
Qualifications of a successful candidate:
- Advanced university in public administration, social sciences, international relations, public health, education or business administration. An understanding of public health and eradication efforts is preferred.*
- Five years of solid work experience in international development with an understanding of public or global health; with a key role in inter-agency coordination and collaboration, working with UN agencies, government departments and NGOs. For governments, working knowledge of liaising at ministerial level is preferred.
- Working knowledge of polio and other emergency response situations is preferrred.
- *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
