  Background / General description:


The Office of Ethics and Business Conduct is a Bank Group Vice Presidency with four strategic business lines:

(i) providing training, outreach, and communication on business conduct;

(ii) managing programs to promote transparency and trust including conflicts of interest and financial disclosure;

(iii) responding to and investigating allegations of staff misconduct; and

(iv) tracking trends and providing insights to senior management with respect to ethics and business conduct issues.

The Outreach, Communications and Training (OCT) team provides broad-based communications, outreach, training to advance EBC's overall objective of developing and supporting a culture of excellence in business ethics.

EBC is seeking a highly motivated, pro-active Senior Ethics Officer who will be an integral part of the OCT team and playing a leading role for providing EBC with communication support, as well as partnering in outreach, knowledge and training management initiatives.

Under the supervision of a senior staff member in EBC, the Senior Ethics Officer will report to the Vice President and Chief Ethics Officer, Office of Ethics and Business Conduct.

  Duties and Accountabilities:

  •     Design, lead in implementing, monitor and assess an effective and results-oriented communications strategy to engage with internal and external audiences, positioning EBC at the forefront of ethics globally;
  •     Develop communication strategy in line with EBC's priorities, including communication effectiveness and relevance, timelines, anticipated budget and staff resources and close coordination with other parts of the WBG to ensure the deliverables reach the intended audiences in the most cost-effective manner, while assessing the effectiveness of such communications and make proposals to managers and team leaders on communications activities best suited to address EBC's objectives;
  •     Provide upstream strategic communications advice for ethics projects and programs, including the development, production and dissemination of communications or publications, and the identification and organization of events, while working closely with EBC leadership and teams;
  •     Lead the effort to promote business ethics and support the strategic and timely flow of information and messaging about EBC's diverse business lines, writing, editing, producing and overseeing the preparation and distribution of corporate and targeted communications (briefing notes, annual and quarterly reports, newsletters, presentations, brochures);
  •     Create written content for a variety of audiences on ethics, review and edit content prepared by subject matter experts for editorial consistency and communication style, reflecting World Bank Group values and EBC's objectives;
  •     Enhance and oversee EBC's website and associated sites, developing new content, and updates and revisions on a regular basis;
  •     Propose periodic revisions to ethics business materials, Code of Conduct, annual and other reports, and associated communications materials;
  •     Partner with EBC staff and other specialists to develop periodic ethics assessments and reports;
  •     Conduct substantive research on organizational ethics issues and themes relevant to the business lines of the department, and share with the group;
  •     Analyze survey, case and consultation data to identify trends and prepare reports for management and stakeholders;
  •     Benchmark EBC's products against practices of other organizations and provide feedback to EBC, introduce to EBC and throughout WBG primarily from global ethical communities the latest and relevant knowledge and good practices on ethics and business conduct;
  •     Initiate and sustain effective relationships with key internal and external constituencies, identifying opportunities for strategic partnerships to strengthen the overall effectiveness of Bank Group ethics communications.

  Selection Criteria:


  •     Minimum of a master's degree in fields such as law, public administration, communications, governance, business ethics or corporate compliance, human resources, or other relevant areas;
  •     Minimum of at least eight years of progressively more senior and relevant work experience in organizational communications, business ethics or compliance, investigations, human resources or other relevant business fields;
  •     Extensive knowledge of business ethics theories, current industry best practices relating to corporate and organizational ethics and business conduct, and expertise in building a global ethics program within international organizations or the private sector;
  •     Good knowledge of all facets of communications and public affairs and proven ability to conceptualize, design and implement major campaigns, strategies or programs;
  •     Substantial experience producing communications in ethics or compliance, codes of conduct, staff rules and policies, or other organizational communications;
  •     Strong English writing skills is critical to this position; proficiency in additional languages is desirable.
  •     Highest personal integrity with demonstrated ability and judgment to handle confidential matters in a discreet and respectful manner.
