  Background / General description:

The Poverty Reduction and Economic Management (PREM) Network helps the Bank to: build a global knowledge base and enhance strategic thinking around topics related to economic policy and debt, poverty reduction and equity, gender, governance and public sector reform; and improve the quality of operational products and services.

The Poverty Reduction and Equity Department (PRMPR) is part of the PREM Anchor, and provides strategic guidance and knowledge services to enable the Bank and its clients to be more effective in reducing poverty. In particular, PRMPR provides a poverty and distributional lens to emerging global and national development issues. PRMPR engages strategically in joint regional and country work, addressing knowledge gaps and supporting policy design. The Department develops public goods, tools and studies that distill frontier knowledge to facilitate its operational use. It fosters a more efficient flow of knowledge, through building and maintaining a community of poverty practitioners in the Bank through Knowledge & Learning activities. It advocates for poverty reduction and equity by producing briefs, corporate and regional reviews, strategic contributions to country and regional work, participation in and organization of international workshops and conferences, and production of technological platforms. Our clients are PREM staff of the Bank and their country clients, economists and professionals in other networks, senior management and the academic and development community in general.

PRMPR has an active program in the following thematic areas:
(i) measuring and understanding poverty and inequality, focusing both on tools for better poverty and inequality as well as on analyzing poverty reduction strategies, and reaching a better understanding of what works for poverty reduction;

(ii) coping with crises: analysis of the poverty and distributional impacts of shocks, like macro shock, price shocks and climate change;

(iii) growth, employment and poverty reduction ( in middle and low income countries);

(iv) equity (taxes and transfers in the redistributive process; equality of opportunity; spatial inequality; poverty and distributional impact of policies);

(v) national monitoring systems and impact evaluation for policy and program effectiveness.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.

  Duties and Accountabilities:


  • The Online Communications Editor plays a strong content coordination and project management role in the day-to-day operation of the World Bank's external site as a member of the Communications Team. Among the principal responsibilities of the position are:
  •     Ensuring that online strategy is aligned with appropriate vice-presidential and corporate priorities, as well as with the Bank's web-related policies.
  •     Preparing and maintaining a web editorial calendar in coordination with network and corporate communications staff.
  •     Applying editorial processes and approval workflows in the Bank's web content management system, as well as reviewing, editing, and writing content for publication.
  •     Working with staff in conceptualizing and writing content or commissioning specific content to be written by online writers or staff elsewhere in Bank.
  •     Overseeing and providing direction to the web team and others engaged in web publishing.
  •     Managing translation of English language content.
  •     Reviewing and monitoring sites for quality and timeliness, as well as for compliance with Bank information management procedures and practices.
  •     Planning and integrating the use of social media and other audience engagement tools as part of engagement strategy, and advising or leading others in their use to ensure maximum effectiveness.
  •     Developing and leading implementation of online campaigns (content marketing) to target key audiences, and measuring success in achieving them.
  •     Establishing key performance indicators and reviewing web metrics reports; sharing results and recommendations with management and staff.
  •     Overseeing user research and determining audience needs; acting on audience feedback.
  •     The Online Communications Editor supports the Senior Communications Officer in raising the visibility and improving the structure of online communications by:
  •     Translating strategic objectives into an online communication action plan, including detailed editorial calendars.
  •     Implementing the plan using social media, multimedia, and other tools where relevant.
  •     Identifying opportunities to use existing and emerging online tools; providing support and one-to-one training for current and emerging online communication channels.
  •     Participating in related web governance groups, sharing knowledge, and ensuring good practices.
  •     Advocating and articulating proposals and ideas to improve the Banks' website.

  Selection Criteria:

  •     Master's or Bachelor's degree in Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science or other related disciplines, with a minimum of 5 years (with master's) or 10 years (with bachelor's) of relevant experience.
  •     A minimum of five years' experience in writing and/or editing for the web.
  •     Proven writing and editing skills, with a strong command of English and an ability to convey complex ideas in a creative, clear, direct, and lively style.
  •     Knowledge and applied work experience in social media principles and Web 2.0 technologies sufficient to execute, lead or advise others in assuring that online communication and audience engagement tools and channels are fully leveraged.
  •     Ability to initiate and manage a continuing editorial process and to conceptualize and execute the online packaging of content.
  •     Strong diplomatic, interpersonal, and team skills; demonstrated client orientation; sensitized in working in a diverse and multicultural environment.
  •     An in-depth understanding and problem-solving approach to project management as it relates to complex, multifunctional projects.
  •     Ability to leverage online communication tools and methodologies (such as online monitoring, web analytics, or other online measurement tools) and to lead research efforts that identify and map project stakeholders or intended audiences.
  •     Ability to prioritize, work well under pressure and capably handle/juggle multiple tasks within tight deadlines. Experience working with cross-functional teams.
  •     In-depth knowledge of international trends and political/economic issues related to development.
  •     Experience producing for the web and a basic working knowledge of software packages for page formatting, image management, videos, and content preparation (HTML, Photoshop, and similar software preferred).
  •     Experience in search engine optimization and online marketing.

  •     Online Production Tools - Demonstrated proficiency with graphic design principles, industry-standard web applications, and multimedia production.
  •     Online Performance Measurement and Impact Analysis - In-depth proficiency in online usage data, trends and analysis results; setting appropriate KPIs, developing gap analysis, producing reports, and making recommendations for action; can measure the effectiveness of existing online communications strategies or design new ones.
  •     Project Management - Demonstrates expert knowledge and understanding of project management concepts as they relate to the implementation of complex, multi-functional projects in varied geographical and economic conditions.
  •     Client Orientation - Effectively identifies and meets (internal or external) client/constituent needs; builds productive client/constituent relationships; delivers client-centric solutions; takes responsibility for ensuring client/constituent satisfaction and loyalty.
