Under the leadership of the UNDG Chair, and with the guidance of the UNDG, the overall objective of the United Nations Development Operations Coordination Office (DOCO) is to support the Strategic Priorities of the UNDG, and related coordination goals, and to meet DOCO’s responsibilities under the Management and Accountability (M &A) system, in furtherance of the QCPR framework.

The QCPR is very affirmative of a strong Resident Coordinator System, which is participatory, collegial and mutually accountable. Furthermore, the QCPR requested that the UN development system provide programme countries wishing to adopt the “Delivering as One” approach, with an integrated package of support, comprising of Standard Operating Procedures and “Delivering as One”-specific guidance that will enable the successful application of the Delivering as One approach in 5 key pillars: (1) One Programme; (2) One Budgetary Framework/One Fund; (3) One Leader; (4) Operating as One; and (5) Communicating as One.

The UNDG has already finalized Standard Operating Procedures as overarching principles to ensure that “Delivering as One” is firmly focused on results, accountability, monitoring and evaluation and improved outcomes, based on the findings of the independent evaluation of lessons learned from “Delivering as One”.

The UNDG is now tasked to develop an integrated guidance note to operationalize the SOPs, which will provide the basis for the work of UN Country Teams in countries adopting the Delivering as One approach.

Under the general direction and overall guidance of the Team Leader, Country Support and Leadership Development Coordination, the Policy Specialist is responsible for supporting the UNDG to develop policies, guidelines and tools relating to “Delivering as One” in the area of the One Leader, as outlined in the SOPs Plan of Action for headquarters.

Duties and Responsibilities

Summary of functions


  • Support the development of integrated guidance on the One Leader on Delivering as One (based on the SOPs
  •     Collection and provision of examples of the One Leader
  •     Identification of challenges and bottlenecks at the HQ level, which have prevented UNCTs in DaO from fully maximizing the benefits of the One Leader and proposal for solutions
  •     Develop a training package for Training of Trainers on “Delivering as One” Standard Operating Procedures on the One Leader
  • Support the development of integrated guidance on the One Leader on Delivering as One (based on the SOPs)
  •     Review relevant materials on the One Leader to develop the draft integrated guidance;
  •     Participate and contribute to discussion with the UNDG Working Group on RC System Issues on relevant content and format of the integrated guidance package;
  •     Consult, when necessary, with the group of Resident Coordinators and UNCTs members providing a sounding board for the development of the SOPs integrated guidance package;
  •     Consult with the teams responsible for other pillars (in particular the one programme and the one voice) as well as the Crisis and Post crisis team to ensure appropriate linkages are drawn across the integrated package;
  •     Make proposals on what other tools and support could be developed to complement the guidance (FAQs, sharing of experience, webinars etc.);
  • Collection and provision of examples of the One Leader
  •     Design a methodology for collection of case studies/ good practices on the functioning of the One Leader concept at the country level;
  •     Collect good examples of the one leader, including the use of the code of conduct, through appropriate methodologies;
  •     Consolidate material into a user-friendly platform which could be used both as a monitoring tool and a knowledge management tool for Country Teams;
  • Identification of challenges and bottlenecks at the HQ level, which have prevented UNCTs in DaO from fully maximizing the benefits of the One Leader and proposal for solutions
  •     Design a methodology (survey, interview, desk review of RC system reports etc.) to collect information on systemic challenges at HQ level preventing the full implementation of the One leader concept at the country level;
  •     Collect and analyze relevant information;
  •     Based on challenges identified, suggest concrete proposals to address the challenges;
  •     Draft a final report including the analysis of the main bottlenecks and proposed solutions to overcome them;
  • Develop a training package for Training of Trainers on “Delivering as One” Standard Operating Procedures on the One Leader
  •     Draft content of training course on the One Leader working in conjunction with DOCO colleagues/ consultants (by end of November);
  •     Any other work priorities as deemed appropriate by supervisor.

Impact of results
The One Leader element of the integrated guidance note to operationalize the “Delivering as One” Standard Operating Procedures, is guided by the QCPR, the independent evaluation of “Delivering as One” and approved UNDG policy and guidance, allowing countries to implement the “Delivering as One” approach fully and successfully and to firmly focus “Delivering as One” on: national ownership and leadership; enhanced results and development outcomes; strengthened accountability; effective monitoring and evaluation and reduced transaction costs.

Functional Competencies:

  •     Strong, proven functional skills in analytical writing, and producing reports and, research and assessments;

Required Skills and Experience

Education:

    Advance university degree in a development related field, international law, political, social, economic, business management or other related social science field is required.

Experience:

    At least seven years relevant work experience in in coordinating, supporting and developing policies, procedures and guidance in the area of the RC system, some of which should be with developing countries and within the UN system, Agencies, Funds or Programs.

Language Requirements:
    Fluency in oral and written English is required. Proficiency in another UN working language is desirable.
