Purpose of the Position The global development landscape is rapidly
evolving and increasingly complex. As
one of the major international
organizations, UNICEF needs to closely monitor, systematically analyze,
creatively adjust, and strategically influence changes in this landscape
with the view to benefit children globally. The Chief, Multilateral
System Analysis Unit will provide forward-looking analysis and offer
strategic guidance to senior management on emerging and long-term
trends, their implications for children rights and wellbeing and
relevant UNICEF`s strategic positioning. S/he will also contribute to
keeping UNICEF staff well informed of these developments, using
appropriate -- and to the extent possible innovative -- knowledge
management tools. To lead this prospective analytical work, s/he will
head a small team that will support his/her work on global issues and
policies, emerging and long-term trends, and latest thinking and
research on these topics. S/he will work closely with other divisions
which focus on strategic analysis and the development of policy options
(such as the Division of Policy & Strategy; Programme Division), and
draw from the practical experience of regional and country offices.
S/he will keep abreast of the work of global thought-leaders in the
field of global development, and interact with relevant think tanks,
academia and other stakeholders. S/he will also be the focal point to
strengthen the partnerships with the IFIs and other non-UN multilateral
organizations. Specifically regarding the World Bank, s/he will
coordinate UNICEF`s strategic engagement with the view to make UNICEF a
partner of choice for the World Bank. Key Expected Results 1. Analyse
the evolution and transformation of the global development landscape,
its underlying trends, and their implications for children wellbeing.
Working closely with UNICEF colleagues whose analytical work relate to
these issues, provide strategic advice to senior management and develop
policy options that facilitate UNICEF's engagement in a way that favour
the realization of the rights of children. 2. Guide the development of a
macro-level view of UNICEF'S various relationships with the IFIs, and
keep fully up-to-date with the evolution of new policies at the IFIs.
This will ensure that at the level of the Executive Office, UNICEF'S
relationships with the IFIs are based on a coherent macro perspective.
3. Keep abreast of the work of thought-leaders in the field of global
development. Engage with those who conceptually drive the change
processes for global development at universities, research centres,
think tanks and government entities, and with colleagues across the UN
system. Develop opportunities for discussion of topics of common
interest with UNICEF at a senior level. 4. Develop and maintain
knowledge management so that all relevant staff in UNICEF have knowledge
of and access to the information required to clarify and maximize
UNICEF's positioning in key global processes. Offer strategic guidance
and advice to Country Offices, Regional Offices and Senior Management as
requested. 5. Direct and supervise the work of the unit. Participate in
the Office Management Team as well as in cross-divisional working
groups, as appropriate. Qualifications of Successful Candidate -
Advanced degree in economics, political science or related social
science field; Ph.D. preferred. - Twelve years of relevant professional
work experience. Experience in analytical work in organizations
concerned with development issues, with a record of technical
publications. An understanding of UNICEF'S catalytic role in advancing
pro-poor, child friendly economic policies. Experience in the United
Nations system and familiarity with UNICEF programmes, operations and
external relations at field as well as headquarters levels, are
important assets. A substantial network in the development community is
highly desirable. - Fluency in English is required. In-depth knowledge
of at least one other official UN language, preferably French and/or
Spanish. Competencies of Successful Candidate Has highest-level
communication skills, including engaging and informative formal public

collaboration in a multi-cultural environment. Consistently achieves

on-budget. Has high-level leadership and supervisory skills; provides

and coaching. Analyzes and integrates potentially conflicting numerical,
verbal and other data from a number of sources. Sets, develops and
revises organizational strategy and develops clear visions of the
organization's future potential. Quickly builds rapport with individuals
and groups. Actively nurtures good relationships with people across all
organizational levels and boundaries, and with government leaders and
stakeholders. Anticipates and actively monitors long term local and
global developments, constantly seeking new opportunities for advancing
UNICEF's mission. Negotiates effectively with people inside and outside
the organization by adopting a range of approaches. UNICEF is committed
