International Criminal Tribunal for Rwanda (ICTR), Registry, Division of Administrative Support Services website: http://www.ictr.org. The position is located in the Department of Management, Office of Human Resources Management (OHRM) in New York.

The incumbent will be under the general guidance of the Chief , Division of Administrative Support Services of ICTR, and technical supervision of the Chief, Section 3, Learning, Development and Human Resources Division, Office of Human Resources Management (OHRM), in New York.

Responsibilities
Within the delegated authority, the Human Resources Officer will be responsible for the following duties:

1. Review and approve all personnel actions in IMIS related to entitlements and benefits such as dependency allowance, mobility and hardship, non-removal, promotion, special post allowance, special leave without pay, language allowance, rental subsidy, post incumbencies, pension participation, as well as related to initial appointments for new recruits, reappointments, transfers, secondments, extension of appointments, separations and transition to UMOJA.

2. Act as Liaison Officer between Department of Management (DM) at Headquarters and ICTR administration to facilitate actions related to various HR procedures and policy proposals; keeps abreast of developments in various areas of human resources, follow-up on cases and policy clarifications; share information on changes and/or new developments in human resources management.

3. Assist in Analysing requests and submit recommendation to the Chief, Division of Administrative Support Services (DASS) on cases involving extensions of appointments, terminations, transfers and on general policies and procedures. Cordinates and transmits OHRM advise to Management on requirements, policies and procedures vis-à-vis the rules and regulations of the Organization. Convey OHRM decisions on unusual, complicated or sensitive cases and on exceptions to the staff rules when required.

4. Provide data on benefits and entitlements of staff on the basis of contractual status as well as on staff separations. Monitor the contractual status of international staff, ensure that all administrative decisions are implemented in the IMIS in a timely manner and in accordance with the rules and procedures, ensure that all information in IMIS is updated and transition to UMOJA implemented.

5. Ensure the maintenance in the UN payroll of all internationally-recruited staff of ICTR, i.e. Professional and Field Service categories. Maintain and ensure payment of salaries and benefits; ensure the registration of staff for health and life insurance plans, participation in the pension fund as well as administration of appropriate actions. Ensure issuances of travel documents, i.e. UNLPs, family certificates.

6. Act as Liaison Officer and follow-up and provide documentation on the Tribunals' MEU/UNDT cases and disciplinary/appeal cases. Communicate responses, prepare reports, briefing notes in accordance with established policies and procedures.

7. Act as Focal Person in New York for the ICTR transition to UMOJA especially in relation to payroll of ICTR international staff in New York. Monitor and follow up on all ICTR separations in relation to payments of final benefits with the Payroll and payments of benefits with the UNJSPF. Provide data on staff separations.

8. Supervise and monitor the work of the Human Resources Assistants in New York Support Unit in carrying out all human resources administrative transactions including issuance of personnel actions, maintenance of staffing tables and processing of entitlements. Provide performance management advice and performance evaluation.

Education

Advanced University Degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in human resources management of which the last four years must be within the UN system. Qualifying years of experience is calculated following the receipt of the first level university degree recognized by the United Nations. Other Skills: In-depth grasp of human resources concepts. Ability to express clearly and concisely, both orally and in writing and to apply basic principles of human resources management to the problems encountered on the job. Must have experience and thorough knowledge in the application and interpretation of the United Nations Staff Rules. Must have good knowledge of contemporary computer software applications including IMIS and INSPIRA. Must be familiar with UMOJA and HR business process.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; Knowledge of another UN official language is an advantage.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice
This position is funded for a period of one year and may be extended subject to availability of funds and the needs of the Tribunal.
