PSI anticipates being awarded a multi-year United States Agency for International Development (USAID) HIV and AIDS prevention, care and treatment project to provide the United States Government (USG) with cost-effective access to technical expertise and implementation support to meet evolving HIV and AIDS needs. Specifically, the project will provide technical assistance services to the Office of HIV and AIDS and the United States President’s Plan for AIDS Relief (PEPFAR) country teams in knowledge management, technical leadership, program sustainability, strategic planning and program implementation support. The project will likely be expected to:

• Engage in long-term, in-country support for coordination and scale-up of HIV and AIDS activities in support of PEPFAR country strategies;
 • Provide short-term technical consultations and program implementation support in specialized HIV and AIDS technical areas and institutional capacity building to USG country teams and USAID/W Bureaus;
 • Increase technical capacity of host-country decision-makers and personnel to design and implement effective, evidence-based HIV and AIDS interventions;
 • Strengthen the capacity of host-country implementing institutions to more effectively manage scale up and sustainability of HIV and AIDS interventions;
 • Augment technical and programmatic capacity available to PEPFAR country teams and USAID Washington Bureaus;
 • Conduct and/or oversee implementation of HIV and AIDS program-related data collection, analysis and reporting activities; and
 • Document and disseminate successful innovative approaches and sustainable models, evidence-based best practices and lessons learned, and new approaches, tools and methodologies in HIV and AIDS programming and capacity building, through workshops, working papers and the Internet.

Illustrative HIV and AIDS technical areas and activities that USG country teams are likely to request support from this project include: prevention, care and support, treatment and related services, gender based violence prevention, data collection and analysis, capacity building/systems strengthening, knowledge management. PSI is seeking a Monitoring and Evaluation Advisor to provide leadership and technical support to the monitoring and evaluation of the program activities. The M&E Advisor will be responsible for ensuring that the performance monitoring systems are operating effectively, that reliable output, outcome, and impact indicators are established, collected, and analyzed periodically to support management, compliance, and reporting purposes. The M&E Advisor will report to the Project Director and will be based in Washington, DC with approximately 25% travel. This is a full-time position

 RESPONSIBILITIES:
 Develop and monitor the program performance monitoring plan (PMP)
  Provide regular updates, including written reports, on key M&E findings and project indicators, as required
 Contribute to the design, development and implementation of M&E workshops in the field, as required
  Conduct periodic field visits to monitor the activities, assess data quality, and make the most effective use of available program data
  Work closely with program technical staff or external evaluator (s) to evaluate the progress and impacts of the program
 Analyze and synthesize (or arrange for analysis and synthesis) of the program data to inform the program activities
 Coordinate and manage data analysis for publication, conference abstract submission and dissemination among donors, partners and the global health community.
  Collaborate with international, regional and national-level research institutions, working groups, and experts to ensure that PSI is using the latest technical developments and best practices within HIV prevention, treatment and care

QUALIFICATIONS:

 An advanced degree in public health, behavioral sciences, epidemiology, population studies, or a related field
.  Minimum of 5 years of practical experience (post degree) in the monitoring and evaluation of complex global projects in the field of HIV prevention, care and treatment
  Required experience working under USAID cooperative agreements and reporting requirements
 Demonstrated experience in the development, analysis and use of routine M&E systems to improve program performance and to support scale up
 Experience in using analytical software such as SPSS or STATA
  Experience in developing research and M&E data collection tools and methodologies, data quality procedures, and capacity building materials.
 Demonstrated ability to work independently; highly organized; comfortable working on multiple simultaneous projects,
 Experience with PEPFAR indicators is strongly desired
  Excellent written, verbal and inter-personal communication skills.
  Proficiency in French is desirable
