Background / General description:

Providing developing-country clients with the tools and support they need to create jobs and provide income
opportunities in a stable and inclusive financial environment is the mission of the World Bank Group's Financial & Private Sector Development Network (FPD) - a joint network of the World Bank and the International Finance Corporation. FPD leverages all the instruments available within the World Bank Group - from analysis and technical assistance to public-sector lending and private investment - to provide long-term assistance that generates tangible results on the ground.

The Communications Team in FPD drives the development and implementation of an integrated and multi-channel communications strategy. The Team is looking for an Online Communications Officer to develop and execute online strategies around private sector and financial sector issues. The Online Officer's role will encompass writing and editing for web and social channels as well as content coordination and curation for FPD's new and existing channels. FPD counts Financial Inclusion, Competitive Industries, Investment Climate, Capital Markets, Financial Systems, and Innovation, Technology and Entrepreneurship among its portfolio.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

Duties and Accountabilities:

Among the principal responsibilities of the position are:

    Ensuring that online strategy is aligned with FPD and World Bank corporate priorities.
    Translating strategic objectives into an online communication action plan, including detailed editorial calendars.
    Preparing and maintaining a web editorial calendar in coordination with network, regional and corporate communications staff.
    Developing and leading implementation of online campaigns (content marketing) to target key audiences, and measuring success in achieving them.
    Planning and integrating the use of social media and other audience engagement tools as part of engagement strategy, and advising or leading others in their use to ensure maximum effectiveness.
    Applying editorial processes and approval workflows in the Bank's web content management system, as well as reviewing, editing, and writing content for publication.
    Working with staff in conceptualizing and writing content or commissioning specific content to be written by online writers or staff elsewhere in Bank.
    Developing a pipeline of blogs and bloggers in supporting of FPD's outreach strategy.
    Ensuring content is appropriately targeted to key audiences, including the management of translation of content as needed.
    Reviewing and monitoring of some FPD owned sites for quality and timeliness, as well as for compliance with Bank information management procedures and practices.
    Participating in related web governance groups, sharing knowledge, and ensuring good practices.
    Establishing key performance indicators and reviewing web metrics reports; sharing results and recommendations with management and staff.

Selection Criteria:

    Master's or bachelor's degree in Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science or other related disciplines, with a minimum of 5 years (with master's) or 10 years (with bachelor's) of relevant experience.
    A minimum of five years' experience in writing and/or editing for the web.
    Proven writing and editing skills, with a strong command of English and an ability to convey complex ideas in a creative, clear, direct, and lively style.
    Knowledge and applied work experience in social media principles and Web 2.0 technologies sufficient to execute, lead or advise others in assuring that online communication and audience engagement tools and channels are fully leveraged.
    Ability to initiate and manage a continuing editorial process and to conceptualize and execute the online packaging of content.
    Strong diplomatic, interpersonal, and team skills; demonstrated client orientation; sensitized in working in a diverse and multicultural environment.
    An in-depth understanding and problem-solving approach to project management as it relates to complex, multifunctional projects.
    Ability to leverage online communication tools and methodologies (such as online monitoring, web analytics, or other online measurement tools) and to lead research efforts that identify and map project stakeholders or intended audiences.
    Ability to prioritize, work well under pressure and capably handle/juggle multiple tasks within tight deadlines. Experience working with cross-functional teams.
    In-depth knowledge of international trends and political/economic issues related to development.
    Experience producing for the web and a basic working knowledge of software packages for page formatting, image management, videos, and content preparation (HTML, Photoshop, and similar software preferred).
    Experience in search engine optimization and online marketing.

  •     Project Management - Demonstrates expert knowledge and understanding of project management concepts as they relate to the implementation of complex, multi-functional projects in varied geographical and economic conditions.
  •     Client Orientation - Effectively identifies and meets (internal or external) client/constituent needs; builds productive client/constituent relationships; delivers client-centric solutions; takes responsibility for ensuring client/constituent satisfaction and loyalty.
