Internally advertised General Service (GS) fixed-term appointment (FTA) positions located in Headquarters are open to GS staff members currently serving in New York/Washington D.C. who hold a UNDP permanent or FTA who are either US Permanent Residents, US citizens or holders of a valid G4 visa at the time of their application and whose G4 visa has been acquired on account of their employment in the UN Systems based in New York or Washington, DC.

Externally advertised GS fixed-term appointment and temporary appointment (TA) positions located in New York/Washington D.C. are open to candidates who are either US Permanent Residents, US Citizens or holders of a valid G4 visa at the time of their application and whose G4 visa has been acquired on account of their employment in the UN Systems based in New York or Washington, DC.

Current UNDP GS staff serving outside of HQ must meet the eligibility criteria stated above prior to their application.

Selected candidates who meet the above mentioned eligibility criteria are responsible for their own travel and/or relocation costs.

Selection to GS fixed-term appointment positions at Headquarters requires passing a UN administered clerical test (ASAT).

Background
This is a re-advertisement.  Those applied in the earlier round need not apply again.

UNDP mobilizes resources in a variety of currencies remitted to headquarters bank accounts. The Treasury Associate – Contributions is responsible for ensuring that resources received are timely identified and applied to the project for which they have been contributed.

Under the overall guidance of the Unit Chief and the direct supervision of the sub-unit supervisor, the Treasury Associate maintains accurate records of funds received, follows up on outstanding unidentified credits and manages relationships with key internal clients including the Division of Resources Mobilization, Partnerships Bureau, Bureau of Management, and a portfolio of country offices. The Treasury Associate maintains a key relationship with the Treasury Operations Unit for recording deposits and assistance in identification of purpose.

The Treasury Associate is also responsible for accurate and timely submission of schedules and supporting documentation for the preparation of internal reports, annual financial statements to the Executive Board as well as the management of special projects in response to specific donor requirements.

Duties and Responsibilities
Under the overall guidance of the Unit Chief and the direct supervision of the sub-unit supervisor, the incumbent is responsible for the following:
Maintain records of and follow-up on the status of contributions to UNDP:

    Examine and process data on the regular resources, such as Voluntary Contribution, Voluntary Programme Costs and Local Office Costs;
    Maintain up to date status reports on Extra-budgetary Activities, Cost sharing, and Trust Funds established by the Administrator and Management Service Agreements.

Examine and records contributions received by UNDP for all sources of funds:

    Ensure proper identification of and confirmation of the purpose of receipts received;.
    Ensure prompt processing of contribution acknowledgment to donors (CRVs).

Provide accounting support for select activities relating to the processing of contributions:

    Request for and follow up on fund codes for newly established trust funds;
    Review and clear cash receipts vouchers for contributions received;
    Prepare refunds to donors of unexpended resource balances and interest;
    Review exception reports for incorrect recording of revenue;
    Assist the Accounts Receivable Manager follow-up outstanding receivables.

Research and analyze queries relating to contributions and the accounting implications:

    Clarify issue and write explanation to be provided to counterpart;
    Initiate corrective accounting action;
    Continuously monitor pending refunds to donors (A/C 21030) and interest refund (A/C 21025) and follow-up with offices to make prompt refunds;
    Clean-up revenue related balances (including historical balances) on a regular basis and respond to enquiries from offices.

Prepare financial statements financial schedules, reports and working papers and provide support to the unit chief during audits:

    Contribute to the preparation of statements for the Annual Report of the Administrator to the Executive Board;
    Draft working papers to the UNDP financial statements;
    Compile specialized and ad-hoc reports as required by the Regional Bureau, country offices or auditors.


Handles special functions related to procedural support to management:

Provide advice and support to programme execution through handling of contributions received on behalf of:

    Multi Partner Trust Fund (MPFT)
    Programme Acceleration Fund (PAF)
    Japan Programme
    Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM)
    USAID Letter of Credit
    Joint programming and pass-through activities
Provide procedural and oversight reporting provided through the following:


  •     Accounting for special accounts for Belgium & Netherlands
  •     Preparation of unapplied income report at least monthly
  •     Monthly status report on pledges to core
  •     GLOC Accounting Linkage calculations for Office of Budgeting and Project Management
  •     Analyze and adjust annual interest allocated to trust funds.

Support the Global Shared Service Center (GSSC) Revenue Management tasks:

    Respond to queries from the GSSC on revenue management issues;
    Liaise with offices and the GSSC on inaccurate transaction processed through the contracts module.

Impact of Results:
Failure to maintain accurate and up-to-date records, giving prompt replies to queries from Management or Governments or provide accurate information will result in loss of confidence by donors and other stakeholders in UNDP’s ability to provide timely accurate financial management. It could result in loss of financial resources for UNDP.

Required Skills and Experience
Education:



  •     Secondary Education with specialized certification in Accounting and Finance.
  •     University Degree in Business or Public Administration would be desirable, but it is not a requirement.
  •     Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
  •     Long-listed candidates will be required to undergo the UNDP Accountancy & Finance Test, including treasury modules. Candidates who hold a professional accountancy qualification from an internationally recognized Institution are exempt from this requirement. Suitable experienced internal candidates holding the Certificate achieved through UNDP’s Financial Training and Certification Programme (FTCP) are exempt from this requirement. 

Experience:


  •     Minimum 7 years of experience in finance related functions; prior banking or treasury operations experience a plus;
  •     Experience with PeopleSoft desirable, in particular Treasury and Account Receivable modules;
  •     Advanced knowledge of international banking settlement systems helpful;
  •     Knowledge of IPSAS and/or IFRS required for external candidates.

Language Requirements:    Fluency in English;
    Knowledge of French and Spanish is desirable.
