POSITION SUMMARY:

Reporting to the Strategic Information Unit Deputy Director, the Database Developer designs, develops,
implements and maintains systems to collect, manage, report and disseminate health informatics data collected by ICAP country and New York teams, which is used for routine reporting, special projects and studies. Contributes to enhancing capacity of relevant ICAP country staff, Ministry of Health staff and others in conceptualizing and managing their databases, in a consultant role.

This position is grant funded.

MAJOR ACCOUNTABILITIES:


  •     Develops new/adapts existing applications for New York and in-country data collection needs
  •     Develops user scenarios for new features, enhancements, modifications to new and/or existing data systems, in coordination with the project scope and workplan
  •     Collaborates with SI Project Manager, other programmers, off-site consultants and sub-contractors to design, develop and revise applications
  •     Releases and introduces new features and user-interface enhancements to end users, in coordination with the project scope and workplan
  •     Provides technical support including tracking, prioritizing and addressing user-reported issues on database design, functionality and use
  •     Provides technical documentation content for health informatics systems developed at ICAP
  •     Provide technical assistance for New York, in-country teams and others
  •     Provides remote and in-country technical support to in-country ICAP Database Developers/Managers
  •     Conceptualizes and reviews back-end and front-end of databases and provides support in automating reports and queries
  •     Performs other related duties as assigned

EDUCATION:
    Bachelor’s degree in Computer Science, Information Management or related discipline

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:
  •     Minimum four (4) years of experience in database design and data management
  •     Demonstrated experience using Visual Basic for Access and SQL
  •     Demonstrated experience working in a team and independently with minimal supervision
  •     Excellent organizational and oral/written communication skills required.

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:
    Master’s degree in Computer Science, Engineering or Public Health

    Working knowledge of Statistical Analysis Software (SAS)

    Experience in international development, public health, working with data collected as part of routine health service delivery, and/or in HIV/AIDS programs.
