Position Purpose: As part of the Global Monitoring, Evaluation and Learning team, the M&E Analyst (Program Design, Impact and Learning) will provide leadership in M&E innovative design methodologies at proposal and project level. The position will assess and measure impact and sustainability of Land O'Lakes International Development interventions, and guide new business development. The Analyst will support the development and evolution of performance management framework and country specific evaluation needs with the goal of ensuring the quality and effectiveness of programs. Priority areas will include; leading monitoring, evaluation and learning plans and results frameworks at project design and during implementation, advising teams in participatory planning, quality assurance and M&E process tools and techniques; contributing to the measurement and documentation of achievements; and maintaining collaborative working relationships and efficient communication among professional and community partners. S/he will also represent IDD externally in professional working groups and events. This position will be based in Minnesota or Washington DC and include at least 25% of international travel.

QUALIFICATIONS Experience-Education (Required): A Masters-level degree in relevant field including economics, agricultural economics, monitoring evaluation, and/or international development studies. Minimum of 5 years related experience in monitoring & evaluation.

Competencies-Skills (Required): A robust and diverse set of research skills, including qualitative (interviews, focus groups, and observation) quantitative (descriptive and inferential statistics), action research and participatory methods; Strong analytical skills, with expert knowledge of common statistical software packages (e.g. Minitab, SPSS, SAS, STATA, EPI Info); Experience working on USAID, USDA, DFID or other donor agency programs; Experience in developing monitoring and evaluating frameworks of agricultural value chains in developing countries, with a strong preference for work experience in developing countries; Extensive experience managing multi-site projects and the M&E of multi-country initiatives; Excellent writing skills and the ability to document clearly and succinctly for internal and external audiences; Public speaking and presentation skills.

Competencies-Skills (Preferred): Strong understanding issues concerning food security, and nutrition, climate change and natural resource management; The ability and reputation to build relationships with global and regional M&E specialists, both individual and institutional; Familiarity and experience with real-time management information systems and knowledge management platforms; Information Systems, data management, or GIS background is helpful.

Travel Percentage: 25%.
