The Office of Information Systems
and Technology (OIST) supports UNDP by delivering Information Communication
Technology (ICT) solutions and providing technical support for a variety of
platforms and software solutions. Among other applications, UNDP has one
of the largest PeopleSoft footprints in the world. It is used globally by
over 160 country offices to support Financial and Human Resources business
functions.
Job Summary
Under the general direction and
supervision of the Chief of Global Business Applications and Business
Intelligence in (OIST), the Technical Specialist will be responsible for
leading, planning, architecting, and executing on all special projects, of
various sizes and scope, as they relate to application deployment and
support. These will mostly involve optimizing UNDP’s PeopleSoft
Financials 9.0 in the areas of eRequisition, Strategic Sourcing, Purchasing,
Payables, Asset Management and enhancing data quality and information delivery
through the use of UNDP’s Data Warehouse leveraging the PeopleSoft Enterprise
Performance Management (EPM) application and using Oracle Business Intelligence
Enterprise Edition (OBIEE) as a reporting and Business Intelligence platform.
Once projects are migrated to production, the incumbent will be responsible for
structuring and performing post production support and following a continuous
improvement process to ensure continuous case reduction working with vendor
partner to achieve above objectives.
Duties and Responsibilities
The position responsibilities
include but are not limited to:
A- Serve as PeopleSoft Procure to
Pay (including Asset Management) System Architect on the discovery, design,
implementation, and post-production support maintenance and enhancement of
UNDP’s PeopleSoft modules relating to the above business processes.
Liaise with end
user community for the purposes of understanding user experiences in using the
system to identify opportunities for enhancements or training for effective use
of applications;
Frame and
formulate initiatives for consideration to enhance effective use of the
applications;
Prepares
technical designs, review, builds tests and implements approved initiatives;
Documents current
and future state processes along with business process maps
Develops Business
Requirement Documents and functional specifications
Develops
technical specifications
Collaborate with
UNDP business units and IT Vendor to determine level of effort, schedule, and
costs to implement a discrete effort
Leads or
participates in QA/UAT, developing test plans and scripts, coordinating test
cycles, analyzing and reporting on test results, and performing testing.
Execute system configurations
to meet stated business objectives
Oversee
development effort being conducted by IT vendor
Occasionally
undertake hands on development efforts
Provides status
updates addressing functional and technical elements, milestones, budget, and
other elements as appropriate
B- Provides End-User Tier Three
support for issues and matters surrounding system utilization, functionality,
and data as they relate to the above modules.
Review and attend
open helpdesk cases;
Review and attend
issues and concerns raised by end user community;
Liaise with off
shore team and helpdesk for cases/issues resolution;
Provide technical
support as required to take the case to the resolution;
Provide technical
support to business community’s operations;
Own and analyze
cases and issues requires technical intervention/development; and
Liaise with
production support team as required to migrate solutions to production
environment.
Analyze regular
basis trends of user cases and issues to identify patterns which suggest needs
for enhancements or training for effective use of the applications
C- Serves as lead subject matter
expert for training, change management, and adoption processes and tools for
business users.
Manages rollout,
adoption, and utilization of tools.
Defines training
requirements.
Develops with
appropriate team members training materials and job aids to support end user
training.
Develops project,
deployment, and operations communications materials.
Provides
proactive user support activities, such as training, user groups, practice
labs, and workshops.
Conducts training
to internal training teams and occasionally to end users directly
Develops
presentations for business community.
Identifies and
communicates risk appropriately.
Develops metrics
that tack adoption rates and adoption success rate.
Education & Work Experience
G-Bachelor's Level Degree - 7
year(s) experience, I-Master's Level Degree - 5 year(s) experience

Required Skills and Experience
Experience and Academic Requirements:
Master’s Degree
in Information Technology, with a concentration on financial systems
(Accounting), Engineering, or Business/Public Administration with five (5)
years’ experience or Bachelor's Degree with additional specialized relevant
experience of seven (7) years.
Language Requirements:
English is
required. Knowledge of another UNDP official language is a definite plus.
