Position Description:
The Immigration Unit, comprised of the Director of Immigration, Immigration Legal Officers and Immigration Program Manager, provides technical support and oversight to immigration legal services programs in IRCs 22 US Programs regional resettlement offices and conducts advocacy on matters related to civic integration and naturalization programming. The Immigration Program Officer will provide technical support and guidance to the Immigration Unit in the administration of its civics programming, government relations, grants management and business development.
Responsibilities:
- Oversee the development of the IRC Regional Resettlement Offices (RROs) civics and citizenship preparation classes
- Establish tools to assess training and technical assistance needs; monitor progress made during and after training or site visits; evaluate training effectiveness; record and share lessons learned; establish training and technical assistance best practices; weave training and post-training initiatives with broader IRC training goals
- Work with the field and Immigration Unit on new project proposal initiatives, including new program design, and participate in prospect research
- Develop new and update existing field manuals (ie., advocacy manuals, toolkits, civics curricula);
- Develop effective outreach strategies for use by the field, including working with refugee and immigrant communities, CBOs; and other IRC departments and partners as needed
- Work with field offices in the development of branded outreach materials and resources and develop new materials as needed
- Liaise with federal, state and local government agencies and provide technical guidance and support to the field in coordination with the Washington, DC advocacy office
- Work with the field in facilitating and planning special events relating to their immigration and civics programs
- Provide oversight to field offices in reporting outcomes of grant-supported activities, maintaining program files, and overall compliance with grant requirements
- Track and analyze reporting outcomes
- Compose grant reports as needed
- Manage communications including Immigration Unit newsletters and the Immigration Unit page on IRC intranet
- 20% domestic travel required
- Support annual trainings as needed
- Special projects and other duties as needed.
Qualifications:
- Bachelors degree required; Masters degree in Public Administration, Education, Non-Profit Management, Social Work, International Affairs, or related field highly desirable
- Minimum 3-5 years progressive non-profit experience, preferably with the U.S. refugee program or other immigrant service program
- Strong critical thinking, research, and analytical skills
- Excellent oral and written communication skills
- Ability to work independently and as a team member in a diverse, fast-paced environment
- Experience working with local community groups and government agencies
- Solid training, presentation and team building skills
- Solid program design and proposal writing skills
- Previous immigration-legal experience highly desirable (i.e. knowledge of US immigration laws and procedures, as well as experience working with USCIS forms, liaising with USCIS District Offices, and knowledge of USCIS’ operations)
- Prior experience in ESL/civics teaching/citizenship programming desirable
- Must be motivated, creative, able to work independently and as part of a team
- Proficient in Microsoft applications and internet required
