The IRC Finance Department supports IRC throughout Headquarters, U.S. regional and worldwide offices. The current expense budget of IRC is $446M, with $302M spread throughout our 40 international locations.

SCOPE OF WORK:

The Director of International Finance will be responsible for directing, controlling and managing the implementation of the accounting processes and procedures for all IRC international country programs. The Director of International Finance ensures that all financial data related to the country programs are processed timely and accurately so that the organization can provide management, donors, grantors, and others with timely, accurate and understandable information for decision making.

The Director of International Finance reports to the Controller and directly supervises 8 staff and a total team of 14 international finance staff.

ESSENTIAL JOB FUNCTIONS:

  • Team Management & Capacity Development
  •     Ensure that the Regional and Technical Controllers provide adequate support and training to the financial staff in the country programs;
  •     Directs the hiring process for Financial Controllers for all country programs;
  •     Coordinates deployments of Roving Controllers, country staff exchanges and other gap-filling for finance positions as needed;
  •     Work with Human Resources to develop career paths for both international and national finance staff;
  •     Assist in the development of finance conferences and present on various topics as required;

Country Office Financial Oversight

  •     Oversee the accounting processes and procedures for international program offices; ensure timely submission, review and posting of monthly accounting files;
  •     Leads the quarterly HQ Finance / IPD Regional quarterly meetings and ensures appropriate follow-up by region;
  •     Ensure that Internal Controls and Field Office Monitoring plans are in place and complied with;

Policies and Procedure Management
    Recommend global procedural changes to adapt to changing financial, regulatory, and programmatic and technology environments in country offices as well as compliance with fund accounting and generally accepted accounting principles (GAAP).
    Interface with Global Supply Chain, IT, and Human Resources as needed to ensure consistent application of procedures across country programs;
    Ensure the development and update of finance manuals for the country programs;

Financial Reporting & Budgeting
    Supervise the review of donor budgets including subgrant and subcontract budgets; oversee annual operating budget review and reforecasts for international country offices;
    Supervise the preparation and submission of financial reports to US Government Agencies as well as major donors (institutional or individual);

Cash and Receivables

    Ensure that donor receivables are collected on a regular basis;
    Ensure active and timely balance sheet management to mitigate foreign exchange exposure;

Audit Liaison

    Assist in the preparation of annual year-end financial statements
    Coordinate preparation of UK agreed upon procedures over European grants
    Provide assistance as needed on implementation of Internal Audit corrective action plans

REQUIREMENTS

  •     Bachelors degree in Accounting; professional certification CPA/CA preferred;
  •     Minimum 7-8 years progressive managerial experience in the financial management of an organization - preferably an international non-profit organization;
  •     Minimum 2-3 years experience as a field-based finance professional with an INGO preferred;
  •     Demonstrated leadership skills, ability to manage and motivate a multi-cultural team and stimulate productivity and efficiency;
  •     Excellent communication, interpersonal, and diplomatic skills: the ability to effectively liaise with colleagues in a diverse multi-cultural environment;
  •     Solid organizational skills: the ability to be productive under pressure in a fast-paced team environment;
  •     Flexible work attitude: the ability to be flexible and yet focused and reliable in an environment of frequently changing demands;
  •     Proven in-depth knowledge of computerized accounting systems and experience with various financial related software (spreadsheets, accounting packages); experience using SUN (Infor) Accounting system preferred;
  •     Strong computer skills: proven facility with MS Office;
  •     Ability and willingness to travel to developing countries.
