Background
Accelerated Industrial development is one of the priority development interventions of Ethiopian government to overcome the challenges of poverty. The basic metals and engineering Industry development is of utmost importance to the Ethiopian Economy as a whole, particularly because of the underlying potential for industrialization and development mainly because of its many linkages, backwards and forward , but more importantly, its contribution to development of infrastructure that is a basic and long-term investment necessary for industrialization and development, The development of metal and engineering industries to manufacture equipment and capital goods for the development purposes is essential. The construction of dams, bridges, factories and high rising buildings consumes metallic products. Moreover, the use of engineering products such as tractors, and harvesting equipment is of paramount importance to modernize the agricultural system for developing countries like Ethiopia.
In general, for Ethiopia to come out of poverty and make a meaningful development, it has to give emphasis to the development of the metal and engineering industry sub-sector. The existing basic metal and engineering industries in the country had many problems that impede, in one way or another, their performance and development.
Some of the major problems of the sector are:
- Lack of modern technology and skilled manpower
- Lack of financial capacity
- Low productivity & product quality
- Inadequate managerial/leadership skills
- Aggressive import domination
- Lack of R & D system
- High raw material cost
- Low labor productivity
- Lack of technological capability
- Engaged into low-value added products
Value chain development
Major problems addressed by this sector are mentioned under 1.1, which hinder the competitiveness of Ethiopian basic metal and engineering Industries in the market. Thus, the value chain analysis to be implemented enables the sector/ companies to tackle the aforementioned constrains/ limitations.
Duties and Responsibilities
Main Task:
The expert is expected to design a strategy & conduct the sub-sector (basic metal and engineering) value chain analysis development study and implement at firm level to make them competitive
The consultant shall undertake VCA in accordance to the phases of activities stated below & propose Implementation action plan.
Phase 1:
- Preparing draft action plan for all activities performs in the value chain study.
- Preparing basic metal and engineering value chain analysis and market analysis and mapping.
- Consulting and the value chain analysis team members about the already formulated road map /mapping of the selected products.
- Arrange capacity development program for the project team and staffs.
- Coaching, giving corrections, and preparing remedy for problems during the study.
- Searching other countries and communicating with them by, arranging all facilities which can be bench marked for both products.
Phase 2:
- The consultant will deliver a draft final report and a presentation with the findings and results to MIDI Management.
- After acceptance, the findings of the VCA are validated with the identified key stakeholders in the sector. Based on the input of the stakeholders a final report is created. The final report should reflect the comments and suggestions made by the stakeholders.
Specific task
Value chain analysis development
- Prepare detail action plan for VCA development
- Establish taskforce, train and lead
- Identify bottlenecks & problems
- Conduct, where required, additional field research or data collection in order to assess firms, determine their potential, constraints & need for support.
- Perform upgrading activities for the company or sector
- Provide bi-monthly progress report (agreed with firm management) to MOI & MIDI.

Required Skills and Experience
Education:
A PHD or Masters Degree in mechanical /industrial/metallurgical engineering/ or other related field
Experience:
7 years experience in basic metal and engineering technology and manufacturing
Proven experience in value chain analysis
Language:
Excellent in English Language communication (written & oral)
