Background


Rehabilitation and social and economic integration of people with disabilities into the society lies in the core of the UN Convention on the Rights of Persons with Disabilities. The convention urges the state parties to “take all appropriate measures to promote the physical, cognitive and psychological recovery, rehabilitation and social reintegration of persons with disabilities.” Experience shows that the integration of persons with disabilities into the socio-economic and development processes benefits the entire community and creates more opportunities for both persons with or without disabilities.

Turkmenistan was the first Central Asian country to accede to the Convention on the Rights of Persons with Disabilities (CRPD) in September 2008 and ratified its Optional Protocol in 2010. Turkmenistan submitted its initial report to the Committee on the Rights of Persons with Disabilities in 2011.  The new Social Protection Code of Turkmenistan introduced in January 2013 envisions all principles grounds of CRDP.  These trends demonstrate firm commitment of the Government of Turkmenistan to build a society where interests and rights of people with disabilities will be promoted and respected.

At the same time, different challenges remain in the area of integration and rehabilitation of persons with disabilities. The objective of the joint UNDP and Deaf and Blind Society of Turkmenistan (DBST) project “Advancement of Social Inclusion and Integration of Persons with Disabilities is rehabilitation” of visually and hearing impaired people and their further social and economic integration in the society.

Awareness raising of general public and representatives of governmental agencies on issues of socio-economic integration of people with disabilities is one of the important factors of success in realization of measures toward improving of position of people with disabilities. Knowledge of international experience on implementation of the Convention on the Rights of Persons with Disabilities is an additional tool for advancement of social policy and programs and full inclusion in society life people with disabilities.

Goal:

The goal of this term of reference is to conduct of a 3-day workshop with participation of representatives of governmental institutions and members of Blind and Deaf Society of Turkmenistan to increase their awareness in the sphere of international practice and successful examples of implementation of the Convention on the Rights of Persons with Disabilities.

Duties and Responsibilities

Objectives and expected results:


In close coordination with the National Project Coordinator and Project Manager of the project “Advancement of Social Inclusion and Integration of Persons with Disabilities is rehabilitation” the international expert provides his/her services in developing materials and conducting the 3-day workshop on the theme “International Practice and Successful Examples of Implementation of the Convention on the Rights of Persons with Disabilities.”

It is expected that workshop participants will acquaint with experience of developed countries on improving position of people with disabilities through taking actions on legislative and administrative levels, developing strategies and programs, capacity building of personnel and specialists for delivering quality services to people with disabilities, ensuring access to information, including mobility and assistive aids, and eliminating discrimination on the basis of disability.

The content of workshop should cover different spheres, including education, health, lawmaking, social protection, and employment. The content of workshop should include description of mechanisms, strategies, approaches, methods of financing, as well as examples of organizations and structures participating in the process of full realization of all human rights and freedoms for people with disabilities, including realization their economic, social and cultural rights.

Technical assignment and responsibilities:
Develop the agenda and prepare materials of 3-day workshop on the theme “International Practice and Successful Examples of Implementation of the Convention on the Rights of Persons with Disabilities” with a duration of three hours per each workshop session given below:

    Education;
    Health;
    Lawmaking;
    Social Protection;
    Employment;
    Participation of people with disabilities in decision making and participation of public organizations in decision making on issues of social inclusion and integration of people with disabilities. 

Representatives of corresponding governmental institutions and organizations will be invited to participate in the above sessions of the workshop.

    Submit to UNDP materials per each theme of workshop 7 days prior to beginning of workshop:
    Presentations;
    Workshop handouts;
    Additional materials related to the workshop theme (CD, DVD, video, booklets, others informational devises).

Conduct a 3-day workshop “International Practice and Successful Examples of Implementation of the Convention on the Rights of Persons with Disabilities.”

Responsibility and accountability:

    International expert is responsible for quality delivery of services on preparing and conducting the workshop;
    All activities within this technical assignment should be agreed with the National Project Coordinator and Project Manager.

Proposed Time Frame:

Planned time-frame to conduct workshop: May or June 2013.

Required Skills and Experience
Education:


  •     High education (bachelor or master degree) in a sphere of law, social science, public administration, and other relevant fields.
  • Experience:
  •     At least 7 years of relevant work experience in the area of social and economic integration of people with disabilities;
  •     At least 5 years of experience in development and delivering trainings, workshops, conferences, etc.;
  •     Experience of work with governmental, public, and international organizations;
  •     Familiarity with political, economic, and social issues in the CIS region.

Language Requirements:

    Excellent written and spoken Russian.

Payment schedule
Payments will be done in two installments:

    40 % - Upon completion of development and approval of the program and materials of three days workshop “International Practice and Successful Examples of Implementation of the Convention on the Rights of Persons with Disabilities.”
    60 % - Upon completion of three days workshop “International Practice and Successful Examples of Implementation of the Convention on the Rights of Persons with Disabilities.”

Interested candidates must submit the following documents/information to demonstrate their qualifications:

    Technical Proposal, including:
    A brief program/outline and content as well as design of the workshop;
    List of similar workshops, trainings, or conferences facilitated recently and in the past.  
    Financial proposal.
    CV and UN personal history form (P 11) including past experience in similar projects or assignments.
    At least 3 references.

Evaluation
The proposals would undergo the cumulative analysis, with seventy % weightage to the technical criteria and thirty % to the financial aspect.
