Position Description: FANTA works to improve nutrition and food security policies, strategies and programs through technical support to the U.S. Agency for International Development (USAID) and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement. The Program Officer, Research supports the FANTA Global Leadership (GL) team by providing technical and administrative support for FANTA research activities and carrying out other programmatic functions to support the GL unit, including the M&E and survey methods cluster, specifically. The Program Officer II, Research will: Monitor FANTA research activities for FHI 360 IRB compliance and coordinate with FANTA HQ and field staff, and with FANTA partners to complete and submit for review the requisite paperwork for FHI 360 IRB review and for review by FHI 360 Scientific Affairs; Liaise with the FHI 360 Office of International Research Ethics (OIRE) and Scientific Affairs, as appropriate Manage a tracking system for all FANTA research activities, which provides up-to-date information about the status of all research activities, including IRB submissions and approvals received; and maintain an organized file system for the project to store all study protocols, data collection instruments, and IRB related materials for FANTA research activities Prepare and/or contribute to the development of project-level impact stories for the FANTA Performance Monitoring Plan (PMP) Provide technical support for the preparation of Food Security Country Programming Frameworks, including compiling relevant data and writing background sections of reports, as requested Contribute to the review and extraction of results from Title II annual results reports for reporting to the Office of Food for Peace (FFP) Assist the M&E and the survey methods teams with coordinating M&E workshops for Title II awardees, if requested. May include travel to a country to assist with logistics and administrative aspects of the workshop. Provide administrative support to GL staff for the preparation of concept notes, and scopes of works for sub-agreements, consultant packages and purchase orders Provide technical support for global leadership activities, through gathering documents, carrying out desk reviews, conducting literature searches, maintaining reference libraries, and preparing technical briefs, as requested Participate in the coding of qualitative data collected in FANTA research activities; and the analysis of quantitative data; and contribute to the write up of results, as requested Minimal Requirements: Bachelor’s or Masters Degree in nutrition, public health, or related international development field required. 1-2 years of relevant experience is required with a Masters degree; 5-6 years of relevant experience is required with a Bachelor’s Degree. Experience managing complex tasks within fixed timeframes. Experience working with USAID is preferred. Experience working in nutrition, food security, or health sectors; and providing support to research activities is preferred. Experience with supporting procurement and contract related actions through the development of scopes of work, and selection justification memos. Excellent organizational skills and attention to detail. Ability to manage a variety of tasks simultaneously and establish priorities. Ability to write concisely and clearly in English. Strong interpersonal skills and ability to work effectively as part of a team. English fluency is essential and French, Portuguese or Spanish ability preferred. Proficiency with qualitative and/or quantitative data analysis software, preferred. *Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
