We seek qualified candidates for the position of Program Officer II - Nutrition and Infectious Disease, FANTA III in Washington, D.C.

Position Description: FANTA works to improve nutrition and food security policies, strategies and programs through technical support to the U.S. Agency for International Development (USAID) and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious and non-communicable diseases, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement. The duration of this project will be 02/08/2012 to 02/08/2017 The Program Officer II - Nutrition and Infectious Disease (ID) will provide technical, administrative and communications support to FANTA’s ID cluster activities. The Program Officer will assist FANTA technical managers in planning and managing technical assistance activities through tasks such as preparing Scopes of Work (SOWs) and documentation for contracts with consultants and partners; backstopping teams of staff and consultants; strengthening systems within the cluster to ensure high quality and efficient operation, liaising with the project’s communications, finance, and administrative staff; helping to manage partnerships with sub-recipients and other partners; supporting technical managers in developing and tracking activities and budgets using the project’s tracking system; drafting, reviewing and editing written products and supporting responses to technical and administrative questions that come to FANTA. The Program Officer’s responsibilities will include a combination of administrative, communications, and technical tasks. The Program Officer II, FANTA III will: Provide program management support to FANTA’s ID cluster activities primarily, and other clusters as requested. Contribute to program reviews, assessments, and strategy development by helping to carry out literature searches and by compiling documents and information on specific topics. Work with technical managers to develop and /or support the preparation of technical reports, work plans, and other written products, including proofreading, reviewing for consistency, and editing. Support NID cluster staff to respond to requests from USAID Office of HIV and AIDS (OHA) for NID-related information and reporting. This may include the preparation of reports and other documents related to project progress and impact as required by USAID. Support the implementation of country-specific Nutrition, Assessment, Counseling and Support (NACS) activities and country-level capacity-strengthening strategies, including by the maintenance of NID activity and budget tracking and monitoring. Work with technical managers to support the preparation of SOWs for technical assistance activities, consultancies, purchase orders, which may entail drafting specific sections or providing input to SOWs, and in other cases may entail drafting new SOWs based on existing SOWs and country-specific and activity-specific information. Coordinate HQ technical and administrative backstopping for FANTA NID activities Support the collaboration between field-based staff and headquarters-based staff for specific activities. Assist in the management of specific components of activities as requested by the NID Cluster Lead. This may include, for example, planning and preparation of complex field assessments, which involves contacting in-country stakeholders to plan meetings and visits, preparation of introductory letters, planning and tracking team schedules and activities, and supporting consultant recruitment. Other examples may include managing the planning of workshops or other meetings. Assist in the production and dissemination of documents on lessons learned and promising practices related to NACS, or nutrition and infectious disease. As needed, provide backup management of consultants and sub-recipients, such as when technical managers are on travel or on leave. This may involve responding to questions, approving fee payment requests when delegated to do so, and following up specific tasks and deliverables. Compile and maintain FANTA materials and other products on specific technical topics for use by project staff, USAID, and other stakeholders related to NACS. Work with FANTA project management and communications staff to provide input to work plans, quarterly and annual reporting, and general activity tracking and monitoring. Complete other tasks as needed. Minimal Requirements: 6 years of relevant experience is required with a Bachelors degree; 1 to 2 years of relevant experience is required with a Masters degree. Experience managing complex tasks within fixed timeframes. Field experience or experience working with field-based activities from headquarters. Experience with USAID-funded activities is preferred. Experience with preparation of written deliverables and products. Experience working in nutrition, food security, or health sectors is preferred. Excellent organizational skills and attention to detail. Ability to manage a variety of tasks simultaneously and establish priorities. Ability to write concisely and clearly in English. Strong interpersonal skills and ability to work effectively as part of a team. Ability to initiate and implement activities with minimal oversight. Fluency in French and/or Portuguese is preferred. Travel up to 25% time may be required *Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
