The Public Affairs and Communications Directorate (PAC), supports the implementation of the Secretary Generals strategic orientations by orchestrating the Organisation's external communications to increase the OECD's relevance and impact. We look at the whole spectrum of OECD work, how it relates to the global public agenda, and ensure key OECD policies and research are communicated to key stakeholders and the media.
The OECD is looking for an experienced and dynamic leader who will manage the OECD Mexico Centre. As the OECDs key representative in Mexico, he/she will manage activities of the Centre in Mexico, while reaching out to the Latin American region. He/She will develop a strategic approach to stakeholder engagement and media relations across Latin America, taking into account of the OECD's overall priorities, global relations and accession negotiations. In close liaison with staff at the Office of the Secretary General and at the OECD's Headquarters in Paris, France, he/she will advise on how best to promote the OECD's positions and recommendations taking account and advantage of the relevant legislative, executive, and non-governmental context. He/she will also facilitate high-level OECD visits to Mexico to ensure maximum public impact; establish a strategic network with key stakeholders in Mexico; promote OECD policy, advise, and promote sales of the Organisation's print and online products; and report regularly on developments in Mexico and Latin America.
The selected person will have exceptional leadership, management, communications, public diplomacy and analytical skills. She/he will have an excellent understanding of policy issues and implementation in different contexts. Knowledge of OECD work would be an advantage. The Head of OECD Mexico Centre will be located in Mexico City. He/She will report to the Director of the Public Affairs and Communications Directorate (PAC) in Paris but will liaise closely with the Office of the Secretary-General.
Main Responsibilities
Public Diplomacy, liaison and representation
- Support and advance the Strategic Orientations of the Secretary-General.
- Develop and implement public diplomacy and media strategies to promote the OECD in key constituencies in Mexico and Latin America as part of the OECD's broader global outreach effort.
- Represent the OECD in international meetings and conferences, involving senior policy makers, on matters related to the substantive responsibilities of the Centre.
- Provide strategic advice to PAC, the Office of the Secretary General and the different directorates, on the current issues of interest for the Mexican government, academia and civil society, and plan specific activities to increase the impact of OECD work. Provide regular assessment of the Latin American conditions and context.
- Actively promote the Organisation to key stakeholders and interact at all levels with governmental, parliament and civil society organisations, think tanks, business, labour communities and academia as well as International Organisations.
- Develop partnerships and an exhaustive network of contacts with appropriate like-minded organisations and media organisations (written, audiovisual, web-based) within Mexico and Latin America, to promote the global OECD agenda.
- Organise high-level OECD visits to the Mexico Centre, particularly those of the Secretary General and ensure maximum public impact.
- Represent the OECD at meetings with policy-makers and opinion leaders both in Mexico and throughout the Latin America region. Write press articles on the work of the OECD and Centre briefing material.
- Supervise and co-ordinate the organisation of any event of the Centre, including the OECD Forum in Mexico.
- In close collaboration with the Publishing Division in Paris, define strategies on promotion, marketing and dissemination to ensure the highest impact of OECD work in Mexico and Latin America, and increase the dissemination of print and online products, as well as revenue generation targets.
Management and communication
- Guide the process of elaboration of specific projects, allocate resources and ensure timely delivery of high quality outputs, as laid out in the work programme.
- Ensure co-ordination of the Centre's public affairs and communications functions with the relevant parts of the Public Affairs and Communications Directorate.
- Communicate OECD goals and the strategies for achieving them clearly and effectively. Help others understand how their daily work contributes to the OECD mission and objectives, and inspire staff to proactively contribute to them.
- Take a leading role in the management of the OECD website in Spanish for dissemination in Latin America.
- Promote excellence within the team through effective recruitment, performance management and professional development of staff. Encourage innovation, sharing of knowledge, teamwork and a high level of achievement.
- Ensure that the Centre's human, technical and financial resources are applied effectively and efficiently and in accordance with the financial rules and the human resource management policy of the Organisation.
- Monitor and, as a member of the senior management team, contribute to work undertaken and events taking place both inside and outside the OECD, in relevant fields, in order to improve the quality and impact of the Centre's work.
Candidates profile
Core Competencies

- Diplomacy and negotiation skills to build consensus on policy questions that may be analytically difficult and politically sensitive.
- Strong public-speaking communications and representational skills. Ability to represent the Organisation and to discuss its main activities and publications with government officials, businesses and labour interest, academics and experts working in the Organisation's fields of interest.
- Proven experience in policy analysis and understanding of economic and policy challenges that governments are facing
- Demonstrated ability to formulate, communicate and defend policy advice and to communicate it in a compelling way to senior officials and to various public.
- Build a strong network of people interested in economic reform, and provide OECD evidence and benchmark analysis to advance the case for reform.
- Strong leadership and management skills. Proven ability to motivate and manage a high-performing, multidisciplinary and multinational team, and ability to manage a budget.
- Ability to establish and maintain effective relationships with senior officials and technical experts at both national and international levels.
- Strong public affairs and media experience.
- Knowledge of the mission, substantive issues, instruments and structure of the OECD, as well as its relations with external entities.
- Knowledge of public and private institutional arrangements in Latin America.
Academic Background
An advanced university degree, preferably in Economics, Communications or Public Policy.
Professional Background
- At least ten years' experience in national and international communications affairs or public policy issues, public diplomacy and public affairs.
- A good, broad knowledge of the OECD's substantive work, and a strategic sense of the role of the OECD in the overall framework of international co-operation and domestic policy formulation. The capacity to identify opportunities that will increase the visibility of the Organisation.
Languages
Ability to work in Spanish and in one of the official languages of the Organisation (English and French), including excellent drafting skills. Working knowledge, or willingness to learn the other.

Contract Duration
2 year fixed term, with the possibility of renewal.
What the OECD offers
Monthly base salary starting from 112 754 Pesos plus allowances based on eligibility.
