Background
As the custodian of the evaluation function, the Evaluation Office (EO) supports the Administrator in his/her substantive accountability function, and contributes to informed decision-making by the Executive Board, managing for development results by the organization and enhancing the evaluation function across the UN system by engaging with partners in the evaluation and development community.
In 2002 EO launched a series of country-level evaluations, called Assessments of Development Results (ADRs), which assess and validate development results at the country level and are part of UNDP’s accountability, learning and evaluation systems. ADRs usually cover the UNDP portfolio over a 5-7 year period, and their findings and recommendations are widely shared with all stakeholders. This year EO is conducting a review of all ADRs produced since its inception (“meta-synthesis)”, in order to develop a new country-level evaluation tool for UNDP.
Duties and Responsibilities
Research consultants are sought in the conduct of the ADR meta-synthesis, who will be responsible for data extraction. Specific tasks include:
Reviewing of the past ADRs;
Extracting data according to agreed criteria and in format;
Reviewing of other evaluations (e.g. Thematic Evaluations) conducted by EO in the past; and
Any other tasks as required by the team.
Competencies
Functional Competencies:
- Excellent organization and analytical skills
- Strong verbal and written communication skills
- Good mastery of working with Word, Excel. Familiarity with qualitative data software Nvivo preferable
- Ability to establish effective working relations in a multi-cultural team environment
- Highly organized and efficient
- Ability to work with minimal supervision.

Required Skills and Experience
Education:
Master’s degree(s) in Social Science, Public Policy, Political Science, International Relations and any other areas relevant to UNDP work
Experience:
- Previous experience with and knowledge of other UN agency
- Previous research experience in support of evaluations
- Strong research and analytical skills
- Expertise in database management and Excel
- Ability to work independent and interactively with a diverse team
- Ability to present data and information in an organized manner
- Knowledge of UNDP and how it works at a country level
Language Requirements:
Excellent writing skills in English
Working knowledge of other UN languages, especially French or Spanish
