The UNOPS Development Group Cluster is based in the North America Office and supports a diverse and complex portfolio including partners such as the United Nations Development Programme (the Bureau for Development Policy, the Human Development Report Office, and the Special Unit for South-South Cooperation), the United Nations Population Fund, the United Nations Capital Development Fund, the United Nations Secretariat and a broadening community of primarily New York-based UN partners in the delivery of project management, implementation and administration services.
Background Information - Job-specificUNDP’s support for anti-corruption programmes is a key element of the organization’s broader agenda on democratic governance and sustainable development. UNDP seeks to foster inclusive participation, strengthen accountable and responsive governing institutions, and ground governance in international principles, notably gender, human rights and anti-corruption. This approach to democratic governance and the role of anti-corruption therein, is consistent with the current discussions on the strategic plan 2014-2017, and the current UNDP strategic plan for 2008-2013, which focuses on integrated and multi-disciplinary approach to achieve the key development outcomes. To support implementation of the strategic plan, UNDP Bureau for Development Policy (BDP) developed the Global Programme on Anti-Corruption for Development Effectiveness (PACDE) coordinated by its Democratic Governance Group (DGG). Through PACDE, UNDP seeks to assist programme countries to prevent and reduce the prevalence of corruption. During its first phase (2008-2011, the focus of PACDE was on clarifying UNDP’s niche and policies, putting necessary global and regional management architectures in place, building UNDP and partner countries’ capacities through regional training, establishing and strengthening regional networks and service delivery platforms, increasing knowledge and awareness, and enhancing coordination and cooperation with relevant internal and external partners. The main focus of the second phase (2012-2017) is to increase interventions at the country level using the capacity and practice architecture of UNDP Regional Centres, anti-corruption community of practices and expert teams. The United Nations Convention Against Corruption (UNCAC), since adopted in 2003, have ratified by about 158 state parties. However, state parties face several challenges in implementation of the provisions of the Convention, including, but not limited to, lack of technical capacity to draft the required national laws and establish mechanisms and make them effective to address systemic corruption. UNDP has been approached by several State Parties for technical assistance to implement UNCAC. PACDE has supported 32 countries to prepare for UNCAC review by strengthening their capacity in UNCAC self-assessment and gap analysis and encouraging them to go beyond the minimum treaty obligations provided in UNCAC implementation. PACDE has also prioritized strengthening states’ institutional capacity through capacity development assistance and advisory support. Advisory support was provided to National Anti-Corruption Agencies in more than 16 countries to develop national anti-corruption strategies and work plans. In addition, PACDE has developed a “Practitioner’s Guide for Capacity Assessment of Anti-Corruption Agencies” and already supported seven countries to conduct capacity self-assessment. PACDE has also supported several regional training programmes targeting anti-corruption agencies and established the global community of practice on anti-corruption.
Functional Responsibilities
Under the direct supervision of the PACDE programme manager, the anti-corruption consultant will assume responsibility in the following areas:
Provide research, advisory and programmatic support to the team focusing on UNCAC Implementation, UNCAC Review and UNCAC Self-Assessment processes as well as facilitating PACDE’s representation and contribution to related forums and engagement;
Track data and information on the progress on UNCAC review and implementation in order to assist UNODC and programming countries to help with the preparation for the UNCAC review as well as on the follow up for the technical assistance;
Contribute to the rollout of the capacity development support to Anti-Corruption Agencies (ACAs) including capacity assessment, specialized technical trainings to the agencies’ employees, and facilitating peer learning;
Help PACDE team to organize training activities and country level support for UNCAC implementation and strengthening the capacity of ACAs;
Assist in generating, codification and dissemination of country experiences and programme impact and feed into PACDE’s knowledge management platforms and networks; and
Provide support, as necessary, to PACDE’s other priority areas as assigned by Programme Manager.

Education/Experience/Language requirements
EDUCATION
- Master’s degree in law, economics, political science, sociology or another international development related area. First University degree in combination with 2 additional years of relevant work experience may be considered in lieu of the Masters Degree requirement EXPERIENCE
- Minimum 5 year experience in of progressively responsible, substantive knowledge in democratic governance and development programming experience with a focus on anti-corruption;
- an international agency, bilateral donor or civil society organization;
- Experience facilitating UN knowledge networks of technical experts and practitioners;
- At lease 3 years of experience of providing policy advice (including report writing) at international level is essential
- Minimum (x) years of experience in formulating and evaluating anti-corruption initiatives at the country level is essential
- Experience in capacity development of Anti-Corruption Agencies is preferred
- Familiarity with UNCAC implementation, review, and self-assessment processes is essential;
- Prior experience of working with or dealing with UN/UNDP is preferred;
- Knowledge and experience in international development, governance, and anti-corruption programming and policy development, with focus on UNCAC and ACAs is essential
- Good working knowledge of UNDP/UN operations, rules, policies, practices and procedures is an asset
- Proficiency in the usage of computers and office software packages is required
- LANGUAGE Excellent writing, editing, and oral communication skills in English. Knowledge of one more UN languages will be an asset.
