LOCATION: Headquarters are based in New York City; however, the consultant should be available to
travel for 2-4 weeks at a time to any of UMCOR’s Missions to provide program and business development support. REPORTS TO: Communications and Development Department LENGTH AND LOCATION OF ASSIGNMENT: 3 month assignment.

POSITION OVERVIEW:


The General Board of Global Ministries is the global mission agency of The United Methodist Church. It has personnel, projects, and partners in 136 countries and incorporates the United Methodist Committee on Relief (UMCOR). The United Methodist Committee on Relief (UMCOR) is the not-for-profit global humanitarian aid agency of the United Methodist Church. UMCOR is working in more than 80 countries worldwide.

The United Methodist Committee on Relief (UMCOR) is seeking a consultant for a three month period who will seek funding through institutional donor grants, cooperative agreements, and contracts. The Program Development and Grant Writing Consultant works closely with Communications & Development senior staff and International Programs staff to identify potential funding opportunities from institutional donors for international humanitarian assistance and development programs in UMCOR’s Missions, focusing on the Armenia, Georgia, Sri Lanka, and DR Congo Missions. The Consultant will also participate in building proposal and business development capacity in the field by visiting Missions to provide training in donor mapping, donor engagement, and proposal preparation. Based at UMCOR Headquarters in New York, the Consultant will collaborate closely with other International Programs and Finance staff to ensure that all proposal development issues are identified and properly addressed. The consultant will be asked to lead proposal development and capacity building efforts on-site, which requires international travel to Missions for periods of up to four weeks.

ESSENTIAL FUNCTIONS:

• Analyze the donor strategies and advise on funding strategies. Examples of some key donors include: US Department of State, US Agency for International Development, United Nations (UNDP, FAO, OCHA, WFP), European Governments and consortiums (EU, ECHO, DFID), Global Fund to Fight AIDS, Tuberculosis and Malaria, and bilateral donors.
• Conduct desk study and field needs assessments as necessary, compile and share reports for use during proposal writing.
• Prepare capacity and capability statements.
• Identify and liaise with key sectoral prime and sub-award partners for proposal submissions, including international and local NGOs, contractors, CBOs, and FBOs.
• Support new and ongoing proposal submissions and RFAs (requests for applications), APSs (annual program statements), and RFPs (requests for proposals) for UMCOR’s Missions.
• Working with the program team(s), develops proposals and concepts according to appropriate guidelines; ensures that all information required for a properly structured proposal is gathered and put into a comprehensive format acceptable to the donor.
• Provide copy editing on competitive proposals, as needed.
• Act as proposal team leader and writer on proposals, as needed.
• Liaise with the UMCOR HQ staff to resolve proposal questions.
• Ensure that the proposal has been submitted to the donors in a timely manner, questions raised by the donors are answered in coordination with Program/Sector Managers, and follow-up of the proposal is provided until its approval by the donor.
• Build proposal and business development capacity in the field by visiting Missions as tasked to provide training in donor mapping, donor engagement, and proposal preparation.

EXPERIENCE and QUALIFICATIONS:

• Proven track record in leading proposal development in different humanitarian aid, transitional and development sectors, including but not limited to Water/Sanitation/Hygiene, Health, Shelter and Reconstruction, Livelihoods, Education and Renewable Energy and Environmental Conservation highly desirable.
 • Experience and knowledge of USAID, USDA, US Department of State, EC, JICA, UN agencies, and other multi-lateral/bi-lateral donor agencies.
 • Excellent written and verbal communication skills, in tandem with being self-reliant while working in a team environment, possessing strong coordination, analysis, and planning skills.
 • Deadline and detail oriented.
 • Experience working with a faith-based organization or familiarity with the United Methodist Church a plus.
 • Willingness to travel, at times with minimum notice.
 • Experience working in the Caucasus, Sri Lanka and/or DR Congo a plus.
