POSITION SUMMARY:
Working under the general direction of the Senior Research Director, the Project Specialist, PMTCT (Prevention of Mother-to-Child Transmission) manages all aspects of ICAP’s scope of work under this UNICEF project. Provides technical assistance and support to Ministries of Health and other local partners in standardizing retention monitoring and evaluation (M&E) in select districts in three countries, including designing PMTCT monitoring tools, supporting development of SOPs to accompany program monitoring tools, curriculum development for training of trainers, program reporting frameworks, including routine data use and data quality assurance procedures. Oversees all project-related data analysis, reporting and dissemination.
This position is grant funded.
MAJOR ACCOUNTABILITIES:
- Assist with the design, standardization, implementation and evaluation of all aspects related to PMTCT retention including the management of the technical design and delivery of all project deliverables. Contributes technical expertise to the design and development of national PMTCT monitoring tools.
- Provides direct technical assistance to UNICEF HQ, UNICEF country offices, and implementing partners in the revision of national monitoring tools through on-site visits, facilitation of regional training workshops, and web-based training programs.
- Leads the analysis of project data and prepares program data dissemination summary reports
- Serves as the technical link with/liaison UNICEF, Ministries of Health and other collaborating local partners to generate work plans, corresponding budgets, training programs, evaluation plans, and content for meetings, workshops and conferences.
- Facilitates ICAP’s engagement of partners and consultants to fulfill specific elements of project work plans, and monitor/track the work assignments.
- Participates as ICAP’s technical lead for routine project planning and evaluation meetings with corresponding UNICEF staff.
- Assist the Principal Investigator (PI), UNICEF staff, and local collaborators in the generation and presentation of project reports, publications and presentations.
- Perform other related duties as assigned.
TRAVEL REQUIREMENTS:
Requires approximately 40% international travel between New York and country offices.
EDUCATION:
Requires a Bachelor’s degree in related field or the equivalent in a combination of education and directly related experience.
Master’s degree in public health, epidemiology, health management or other health-related field, preferred.
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:
- Minimum five (5) years’ experience working on international public health projects, either in the headquarters of an international organization or in developing countries.
- Demonstrated experience in the design, delivery and evaluation of programs and services for HIV prevention, care and treatment with a focus on PMTCT.
- Excellent communication, writing and quantitative skills, including demonstrated experience in the development of objectives, operational plans and measurable targets for public health programs and projects.
- Demonstrated success in establishing and maintaining effective working relationships with donors, implementing partners and other stakeholders.
- Fluency in English (speaking, reading and writing).
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS (Indicate what would be preferred if there was a choice).
Direct experience in PMTCT program monitoring and evaluation (M&E) activities
Ability to speak, read and write French is a strong advantage.
Strong analytical skills using excel, SAS or SPSS
