Background / General description:
The International Finance Corporation (IFC), the private sector arm of the
World Bank Group, is a global investor and advisor committed to promoting
projects in its developing member countries that are economically beneficial,
financially and commercially sound, and environmentally and socially
sustainable. IFC finances private sector investments, mobilizes capital in the
international financial markets, helps clients improve social and environmental
sustainability, and provides technical assistance and advice to governments and
businesses in the developing world.
The Infrastructure and Natural Resources Department (CNG) is responsible
for sourcing and executing investment transactions in the power, transport,
utilities areas, etc. The department also works closely with its counterparts
in the World Bank to provide policy-based assistance to governments. The
Transport Industry Specialist plays a central role in the investment team. S/he
appraises the viability of new investments and is involved in the supervision
of IFC’s ongoing transport investments.
Duties and Accountabilities:
Among other duties the specialist will be called upon to:
- Act as an in-house advisor to investment staff in appraising new private
sector proposals for investments in the transport sector of emerging economies;
including in the following subsectors: ports, toll roads; railways, urban
transit, airports, transportation logistics & warehousing, etc.
- Liaise with client’s technical staff, project engineers and lenders’
engineers;
- Review major contracts, including EPC, O&M, and Concession;
- Assess investment programs and project capital costs;
- Provide financial analysts with key operational and capital cost
assumptions for incorporation in models;
- Supervise IFC’s portfolio of transport sector investments, including
field inspection as necessary and assist in resolving operational weaknesses;
- Draft Terms of Reference, hire and supervise specialized Engineering and
Market Consulting agencies as necessary;
- Assist with the development of new transport projects,
- Support and provide advice on enhancements to transport services
management; and
- Develop suitable industry knowledge to share within IFC and with external
clients.
Selection Criteria:
- Professional engineer with advanced degree;
- At least 15-20 years of experience in the transport industry; preferably
in several of the subsectors listed above.
- Significant work experience in the private sector;
- Solid understanding of transport economics
- Broad range of responsibilities within the industry in several of the
following areas: development of commercial feasibility/market studies, business
plans, competitive bids, project management and procurement, construction
contract administration, project commissioning, commercial operations and
concessions, tariff setting, environmental compliance, etc.;
- Up-to-date knowledge of capital costs, operating parameters and
productivity benchmarks for a diverse range of transport subsectors;
- Experience in emerging economies;
- Experience as lenders’ engineer is a plus.
- Proven ability to communicate in English, both orally and in writing;
- Proficiency in Spanish and/or French preferred;
- Ability to travel 40-50% of the time to developing countries
