Background


The European Union (EU), the United Nations Development Programme (UNDP) in Turkmenistan and the Office of the United Nations High Commissioner for Human Rights (OHCHR) are currently implementing a joint project entitled “Strengthening the national capacity of Turkmenistan to promote and protect human rights”. This project started in September 2009 with duration of 46 months.

The overall objective of this project is to increase knowledge on international human rights standards and mechanisms in Turkmenistan and to strengthen national capacities to promote and protect human rights in accordance with these standards. The main implementing partner is the Turkmen National Institute for Democracy and Human Rights under the President of Turkmenistan (NIDHR).

One of the activities foreseen under the project entails the provision of train-the-trainers programme (ToT) for the group of national human rights experts. Through its train-of-trainers scheme, the project created a pool of national experts, trained in various aspects of human rights related issues including international treaties and optional protocols. A total of 12 experts - professors from higher educational institutions and staff members from scientific research institutes - are now fully skilled and able to hold human rights related workshops and trainings for students and other interested parties. This largely contributed to sustainability of project results.

During 2012, trained national experts prepared and held four workshops for a total of 82 participants. These workshops took place in the premises of the Human Rights Resource Centre in Ashgabat. In 2013 further workshops for students are planned to take place in Ashgabat’s Resource Centre as well as in the newly opened human rights resource centres in velayats. These resource centres, which were established within the framework of the project, provide excellent opportunity to extend human rights awareness related activities to every corner of the country.

As an effective way of spreading and promoting human rights knowledge, the EU/UNDP/OHCHR project continues to develop the capacity of the pool of national experts to conduct advanced trainings on human rights.

The last in the series of ToT workshops will have the emphasis on developing and improving debating skills of participants. The gained debating skills will enable national trainers to facilitate debating events with students in the human rights resource centres across the country. Debating events will not only provide students with the  opportunity to think critically, develop their academic research skills, improve their communication abilities, solve problems creatively and increase their self-confidence but will also deepen their knowledge and understanding of human rights issues thus help promoting and advancing international human rights standards from the grassroots level.

Duties and Responsibilities


  • In accordance with the overall objective of the project and under the supervision of the Team Leader/Human Rights Specialist, the International Expert will prepare and conduct the debating skills ToT workshop for the group of national experts - human rights trainers.
  • Outputs: In accordance with the duties listed above, the International Expert is expected to deliver following two major products:
  •     Develop teaching packages and a training plan for the debating skills ToT workshop;
  •     Facilitate two-day debating skills ToT workshop for the national experts - human rights trainers;

Deliverables and timeframe:
  •     Prepare  teaching packages and a training plan for the training of trainers workshop for the group of national experts - human rights trainers - Home based, 3 days, May 2013;
  •     Mission to Ashgabat to facilitate the two-days training of trainers workshop -Field work, 2 days, May 2013;                                  
  • Payment Conditions
  • This is a lump sum contract that should include costs of consultancy required to produce the above deliverables. The final schedule will be agreed upon in the beginning of consultancy.
  • Payment will be released in one installment upon timely submission of respective deliverables and their acceptance by the Project Team Leader/Human Rights Specialist.

Required Skills and Experience

Education:
    Advanced university degree in a relevant field, such as law, political science, international relations or a related field.

Experience:
    At least 5 years of relevant working-teaching experience in the area of public speaking, oral communication and debating;
    Knowledge of training methodologies, especially Train of Trainers courses;
    Knowledge and experience of work in the CIS or Central Asia an advantage.

Language Requirements:

    Excellent written and spoken English. Fluent Russian highly desirable

Submission of applications
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

    Cover letter explaining why they are the most suitable candidate for the assignment;
    Filled P11 form including past experience in similar projects and contact details of referees (blank form can be downloaded from http://europeandcis.undp.org/files/hrforms/P11_modified_for_SCs_and_ICs.doc ); please upload the P11 instead of your CV;
    A brief methodology on how they will approach and conduct the work;
    Financial proposal: All applicants shall submit a detailed, carefully considered and justified financial statement based on a lump sum specifying (1) a daily fee for the tasks and an estimated duration as specified in this announcement and (2) any other possible costs (including vaccinations, travel to and from the mission, dwelling, etc.).

Evaluation Criteria: The consultant will be evaluated against a combination of technical and financial criteria.
Maximum score is 100.
Out of the maximum score, the score for technical criteria equals 70% - maximum 70 points, and for financial criteria 30% - maximum 30 points. The technical evaluation (70%, or max 70 points) will take into account the following as per the scoring provided:
Education: 5 pts
Relevant working-teaching experience in the area of public speaking, oral communication and debating: 25 pts
Knowledge of training methodologies, especially Train of Trainers courses: 20 pts
Good knowledge of UN human rights standards, in particular as they relate to human rights education: 15
Knowledge and experience of work in the CIS or Central Asia: 5 pts

Financial proposal – 30% of total evaluation - max 30 pts

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Additional requirements for recommended contractor:       

Recommended contractors aged 62 and older, if the travel is required, shall undergo a full medical examination including x-ray, and obtain medical clearance from the UN-approved doctor prior to taking up their assignment. The medical examination is to be cleared by the UN physicians, and shall be paid by the consultant.
