Background

The UNDP - Chittagong Hill Tracts Development Facility (CHTDF) and the UNDP – Police Reform Programme (PRP) are working under a collaborative arrangement to build police capacity and to promote gender equality in the Bangladesh Police. This consultancy will be co-funded by the two projects.
Chittagong Hill Tracts Development Facility:
In partnership with the Government of Bangladesh, CHT communities and NGOs, UNDP is supporting the Promotion of Development and Confidence Building in the Chittagong Hill Tracts through the Chittagong Hill Tracts Development Facility (or CHTDF). The CHT Development Facility is multi-sectoral and works for the overall development of all peoples in the CHT. The Facility supports the Government of Bangladesh, institutions of the CHT, and local communities to pursue accelerated, sustainable socio-economic development and poverty reduction based on principles of local participation and decentralized development.
One of the key areas of CHTDF support is to build local confidence to solve longstanding problems critical to sustainable development and peace in CHT. Police have a crucial role to play in the process by maintaining peace and stability in the region and ultimately contributing to the promotion of a peaceful co-existence and social harmony in the CHT. The CHTDF continues in its efforts to support a community policing programme in the Chittagong Hill Tracts (CHT) that builds police capacity to work more effectively with the local community to bring about peace and stability at the local level.
The Police Reform Programme (PRP):
The Police Reform Programme (PRP) is a long-term and comprehensive capacity building initiative to improve human security in Bangladesh. PRP supports the transition from a colonial style police force to democratic policing by strengthening the Bangladesh Police’s ability to contribute to a safer and more secure environment based on respect for the rule of law, human rights and equitable access to justice. The Programme has a specific focus on the poor and disadvantaged, women and children, and delivering tangible results at the Thana (police station) level. PRP also recognizes the potential contribution that the police can make to national security and social and economic growth.
One of the key areas of PRP support is provided to the Bangladesh Police in building their capacity in terms of crime prevention and community policing. The key areas of support include the capacity development of police personnel assigned to Model Thanas, capacity development to the newly established Community Policing Forums and the development of crime prevention initiatives.

Duties and Responsibilities
MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK:


Under the joint supervision of the Policy Advocacy and Confidence Building Cluster Leader of the CHTDF and the Investigations and Operations Technical Specialist of the Police Reform Programme (PRP) , the consultant will render his/her services to:

    Implement a community policing support programme in the Chittagong Hill Tracts (CHT) that builds police capacity to work more effectively with the local community; and
    Support the community policing programme currently being implemented by the Police Reform Programme (PRP) in Bangladesh.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK:

The Consultant will assists CHTDF to lay the groundwork for the effective implementation of CHTDF’s program of support to the CHT police, including gaining the support of the police at Head Quarter and CHT levels to implement training at the thana level, community outreach programs and women-friendly facilities that take into the account the particularities of the CHT context.
The consultant will also assists the PRP to implement the recommendation of Rapid Assessment on the strengthening of service delivery at Model Thana and conduct an assessment of approximately 160 Community Policing Forums (CPFs) to determine the number of times crime issues including GBV were addressed. The consultant will provide support PRP to implement the Crime Pattern Analysis System (CPAS) and drafting reports and planning documents related to community policing and crime prevention.

Deliverables/Outputs of the assignment/service:

  •     A detailed plan of action with timeframes developed
  •     Completion of the English version of the CHT Police Training curriculum and
  •     Completion of assessment of logistics needs of remote police posts/faries that
  •      Includes a final report that identifies recommendations for future support.
  •     Completion of the police training programme (including 3 ToTs) for 29 targeted CHT police stations including a final training evaluation report.Completion of women friendly facilities assessment and report that identifies recommendation for future support.
  •     The implementation of the Community Policing Forums at targeted locations in the 118 Unions including a final report that outlines the implementation process and makes  recommendations for future actions.
  •     Implementation of agreed upon recommendations of the Rapid Assessment on the strengthening of service delivery at Model Thana including a final report that outlines actions taken and the outcomes of those actions.
  •     Support PRP to conduct an assessment of approximately 160 Community Policing Forums (CPFs) to determine the number of times crime issues (including gender-based violence) were addressed.
  •     Implementation of the Crime Pattern Analysis System (CPAS) in targeted police stations including a final report that summaries the implementation process and recommends future actions.
  •     Completion of draft reports and planning documents related to component 4 of the PRP.

    Quarterly Reports (Q2 and Q3 for 2013);
    Annual Report for 2013; and the 2014 Annual Work Plan.

Supervision and Performance Evaluation:

The consultant will be supervised by the Policy Advocacy and Confidence Building Cluster Leader, CHTDF for deliverables 1-4 and by the Investigations and Operations Technical Specialist, PRP for deliverables 5-8.

    The performance evaluation and certification of payment for the consultant regarding the CHTDF activities and deliverables will be done by the Policy Advocacy and Confidence Building Cluster Leader, CHTDF.
    The performance evaluation and certification of payment for the consultant regarding the PRP activities and deliverables will be done by the Investigations and Operations Technical Specialist, PRP.

Inputs:
The CHTDF/PRP will provide to the consultant with:

    Office space as required.
    Lecture room with computer, multi-media projector, printer, fax, scanner, photocopy machine as required for the duration of the assignment.
    Printed lecture material and hand-outs.
    Transport as and when required for official duties.

Required Skills and Experience
Education:


    Master’s degree or equivalent in political or social science or in a field related to criminal justice. University education may be substituted by extensive relevant experience at a command level in a law enforcement agency.

Experience:
  •     At least 10 years of experience as a law enforcement officer with progressively increasing responsibilities at a senior rank among which at least 5 years of international experience in crime prevention and community policing capacity development with an emphasis on training and improving police responses to violence against women and by supporting the incorporation of gender sensitivity in police responses to crime.
  •     Relevant experience in working with law enforcement agencies in South Asia. Experience in working with the Bangladesh Police is desirable.

Language requirements:
    It is a requirement that the consultant is fluent in written and spoken English.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS:

  • Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
  •     Proposal: Explaining why they are the most suitable for the work and providing a brief methodology, including a timeline, on how they will approach and conduct the work
  •     Financial proposal
  •     Personal CV including past experience in similar projects and at least 3 references

FINANCIAL PROPOSAL:

Lump sum contracts:

The financial proposal shall specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). The financial proposal should be submitted in US Dollar.

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the Consultant wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel not mentioned in the TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

EVALUATION:

Proposal of Individual consultants will be evaluated based on the following methodologies:

Preliminary Evaluation:
Prior to the technical evaluation all proposals will be screened based on the eligibility criteria mentioned in the table below. To be eligible for technical evaluation a proposal must meet both the criteria. Any proposal not meeting either of these criteria will be rejected from the evaluation. There is no scoring in this stage and screening will be done pass/fail basis.

Eligibility Criteria (Yes/No):
  •     Master’s degree or equivalent in political or social science or in a field related to criminal justice. University education may be substituted by extensive relevant experience at a command level in a law enforcement agency.
  •     At least 10 years of experience as a law enforcement officer with progressively increasing responsibilities at a senior rank among which at least 5 years of international experience in crime prevention and community policing capacity development.

Technical Evaluation: (Total obtainable score – 70)

All proposals that passed through the preliminary evaluation will be scored out of 70 based on the criteria mentioned in the table below. To qualify in the technical evaluation a proposal must obtain minimum 70% of the total obtainable technical score or at least 49 points. Any proposal obtaining a score less than the minimum required score (49) will be technically disqualified. Proposals achieving 70% or more points in the technical evaluation will be considered for financial evaluation.

    Appropriateness of the proposed methodology including the timeline.
    Relevant experience in working with law enforcement agencies in South Asia. Experience in working with the Bangladesh Police is desirable.
    Knowledge of I/NGOs working in Bangladesh on crime prevention and community safety issues.
    Demonstrated thorough understanding of the laws, regulations policies and procedures relevant to community policing in Bangladesh.

Applicants may also be invited for a face to face/telephone interview as part of the technical evaluation process. The interview shall not bear any additional score but shall be used to validate the scores given above by assessing the knowledge on the subject matter.

Financial Evaluation: (Total obtainable score – 30)

All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula:

Where:

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
μ = price of the lowest priced proposal
z = price of the proposal being evaluated

Final Selection:
The final selection will be completed through the cumulative calculation of obtained points from Technical and Financial Evaluation. The highest cumulative scorer will be awarded the contract.
