We seek qualified candidates for the position of Nutrition and Non-communicable Diseases (NCD) Specialist (Technical Advisor I), FANTA III in Washington, D.C.

Position Description: FANTA works to improve nutrition and food security policies, strategies, and programs through technical support to the U.S. Agency for international Development (USAID) and its partners, including host country governments, international organizations, and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs while building on field experience to improve and expand the evidence base, methods, and global standards for nutrition and food security programming. The project, funded by USAID, is a 5-year cooperative agreement. The Nutrition and Non-communicable Diseases Specialist works closely with members of FANTA’s Nutrition and Infectious Disease cluster, and with in-country FANTA staff to provide programmatic and technical support for USAID-supported activities, especially those related to the President’s Emergency Plan for AIDS Relief (PEPFAR), the PL-480 Title II program, and Child Survival and Health Grant Programs (CSHGP). The Nutrition and Non-Communicable Diseases Specialist is responsible for providing technical assistance to USAID, PVOs, host governments and other Cooperating Agencies on nutrition and non-communicable disease policies, programs and strategies. The Nutrition and NCD Specialist will also take the lead in providing technical backstop to at least one country. (S)he will collaborate closely with other Nutrition and Infectious Diseases Cluster staff, and contribute to the general coordination of FANTA’s activities in the Nutrition and Infectious/Non-communicable Diseases areas. The Nutrition and Non-communicable Diseases Specialist will: Take the lead in developing FANTA’s strategy on nutrition and cardiovascular disease, diabetes, obesity and other NCDs; and in managing the incorporation of this strategy in FANTA-supported Nutrition Assessment, Counseling and Support (NACS) activities: Provide assistance to USAID, PVOs, host governments and other cooperating agencies and donors in improving their nutrition policies and strategies in NCDs. Participate in the review of USAID policy and strategy documents to ensure effective integration of nutrition elements into Agency and Mission strategic plans and results frameworks for activities related to NCDs Prepare guidance for nutritional care in NCDs; the organization of training of trainers (TOT) sessions on nutrition counseling; and the development of food security assessment tools for the HIV and NCD context, to be used in the context of NACS services. Supervise the contracting of consultants and partner organizations for the implementation of activities, preparation of written products, and reporting of results in NCD and Nutrition. Take the lead in providing technical assistance to at least one country to strengthen the integration of nutrition into HIV and NCD services. Coordinate efforts to develop, revise and support strategies and tools for the quality assurance and quality improvement (QA/QI) of NACS in relation to NCDs. Such efforts may include: review of approaches for QA/QI of NACS by PEPFAR implementing partners; identification of promising practices for NACS of PLHIV and NCD; and the development of an evidence-based model approach to NACS guided by theories of behavior change and communication. Act as a technical resource to USAID and respond to requests for technical information and assistance on topics related to NCDs and nutrition, including the use of ready-to-use therapeutic food (RUTF) and other specialized food products in the context of NCDs. Represent FANTA at meetings with stakeholders related to NCDs and nutrition. Prepare and present technical materials on nutrition and NCD topics at scientific forums. Work with FANTA project management and communications staff in providing input to work plans, and on quarterly and annual reporting. Review, revise and adapt technical guides and reports, presentations and responses to requests for information from USAID prepared by FANTA regional and field staff, consultants, and partners. Perform other job-related activities as assigned. Minimal Requirements: Advanced degree in nutrition, public health, or other related field. Experience with USAID (especially PEPFAR) highly desirable. At least seven years of experience in international nutrition and/or NCDs is required. This can include experience in child survival, health, HIV/AIDS, or food security programming. Field experience in developing countries essential. Previous work in partnership with Ministries of Health, National AIDS Committees, or national and local organizations highly desirable. Experience with WHO UNICEF and WFP programming is valuable. Ability to undertake problem analyses, translate technical materials into practical tools and approaches and organize diverse information in a systematic way is essential. Excellent interpersonal, oral/written communication, and organizational skills. Ability to write concisely and clearly in English is essential (writing sample will be required). Fluency in French (spoken and written) is highly desirable. Experience in policy analysis and presentations to high-level policy makers and program managers desirable. Ability to work in a team consisting of people with different technical backgrounds and with people with varying levels of technical training. Ability to travel up to 30% of the time. May direct the work of 1-2 people (including one in-country FANTA Program Manager). *Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
