The Office of Ethics and Business Conduct is a Bank Group Vice Presidency with four strategic business lines:
(i) providing training, outreach, and communication on business conduct;
(ii) managing programs to promote transparency and trust including conflicts of interest and financial disclosure;
(iii) responding to and investigating allegations of staff misconduct; and
(iv) tracking trends and providing insights to senior management with respect to ethics and business conduct issues.
The Manager, Financial Disclosure and Conflict of Interest Management (EBC) will provide leadership, management and supervision over the team which is responsible for (1)managing the financial disclosure program of WBG, and in that context managing vendor contract for reviews of the annual financial disclosures, ensuring 100% compliance of the relevant WBG staff and managers for their annual financial disclosure, (2) EBC's work program over a wide range of conflict of interest related issues, including personal conflicts of interest for all WBG staff members and on IBRD/IDA business/operational conflicts of interest, (3) playing a leading role in the areas of WBG staff's outside Bank activities, representing EBC as chairperson of the Outside Interests Committee; and participate as a member of the Conflict Resolution System to address the staff's concerns. The manager will also lead the team to ensure the compliance of the relevant staff rules and other Bank's policies and procedures on the subject of conflict of interest, and to pay particular attention to the real and perceived reputational risks to the institution.
The Manager will report directly to the Vice President and Chief Ethics Officer and will manage a team of experienced professionals and support staff.
The Manager will work closely with the Knowledge Management and the Learning/Outreach Officers of EBC to make contributions and supports to EBC's ethical learning and training programs, knowledge dissemination, and communication.

Duties and Accountabilities:
Business Management
Develop and manage the strategy and work program on conflict of interest and financial disclosure, ensuring the high quality and relevance of the services provided to the Management and staff alike, and the proactive and timely responses to staff members' specific queries.
Oversee all services and advices regarding conflict of interest issues in compliance of the relevant staff rules and other WBG's policies and procedures.
Lead the annual process of financial disclosure including one program with senior management team and vice presidents, and the other with the relevant staff members, overseeing the work by the vendor contract for reviews of the data collected through the disclosure programs, ensuring full compliance by all managers and staff required for the disclosures and handling efficiently and sensitively the issues emerging from the disclosure process.
Participate in the Bank's Outside Interest Committee representing EBC as Chairperson, reviewing the cases with discerning judgment. Also participate as a member of the conflict Resolution System to address staff the serious concerns, promoting highest ethical standards and culture and mitigate the ethical risks in WBG.
Lead the development and implementation of systemic mechanisms to better identify and manage conflict of interest risks, both personal and institutional of WBG managers and staff.
Play a key role in and make constructive contribution to EBC's work program on learning, training, outreach and research/knowledge management, including particularly introduction of good and innovative ethical practices and behaviors from both within the Bank and the global ethical community, deepening of incorporation and integration of ethics into WBG's core business and operations, embodying in the organization's core values, and cooperating closely with different and diverse partners and stakeholders both internal and external to promote a robust ethical culture of the institution.

Knowledge Management:
Promote appropriate communication, education and training programs that support ethics and avoid misconduct.
Selection Criteria:
- Advanced university degree in areas such as law, criminal justice, human resources, finance, economics, governance, conflict resolution or other relevant backgrounds.
- A minimum of 15 years of progressively more responsible professional experience in the field of business ethics, corporate compliance, employment law, etc. preferably the international arena.
- Demonstrated track record of building and leading successful teams in a way that maximizes staff strengths, develops potential, display trust and confidence in the team, and creates a positive environment founded on mutual trust and respect.
- Demonstrated honesty and personal integrity in dealing with colleagues, and models desired corporate values and behaviors.
